Abstract:
The objectives of the research were 1) to analyze the management of Chalermrajakumari Scholarship Project on Higher Education, Ministry of Education, 2) to study factors affecting Chalermrajakumari Scholarship Project management on Higher Education, Ministry of Education, and 3) to propose a Chalermrajakumari Scholarship Project which is scholarship management strategy on Higher Education, Ministry of Education. The research was a mixed methods research which divided into 3 parts. The method of document synthesis from past follow-up reports and survey research appeared in first part. The data in this part was collected data by a questionnaire which was responded by 255 scholarship recipients, The data second part was from an in-depth interview with 24 people with the scholarship, and the third part was presenting the scholarship management strategy discussed by 5 people working in the departments that manage the scholarship.
The findings were as follows:
1. Scholarship management conditions were found at a low level in all aspects. When considering each aspect, the condition of educational scholarship management was at a moderate level, the status of healthcare for scholarship recipient was at a moderate level, the status of family fund management of scholarship recipients was at a low level and the spending and scholarship management was at a low level.
2. There were 2 major factors affecting the scholarship. These were positive factors and negative factors. For the positive factors, the government gave the priority in budgeting and supporting to the scholarship recipients until graduating their higher education (bachelor degree). The scholarship recipients were encorrage to return to work in their hometown after graduation. This aimed to cultivate and develop learners in educational institutions in remote areas to realize the value of education, with a sense of Thai citizens, who love their country, respect to democratic form of government with the King as Head of State. The project operated in the form of a committee, and there is a guideline for project implementation to those who concerned of applying. However, for the negative factors, the research found that the recipients did not receive sufficient project information; these was lack of connection between grantor and grantees, poor scholarship announcement, a delay of scholarship, and no cooperation between staff and grantees.
3. 5 strategies of scholarship management. could be seem as follows: Firstly, increasing scholarship management efficiency. Secondly, increasing efficiency in applying information technology. Thirdly, enhancing performance for relevant personnel. Fourthly, strengthening and developing educational potential, guidance and professional skills, and finally, enhancing the understanding and awareness of project objectives
