Abstract:
This paper examines Di Bao program, the largest social safety net program in China providing cash transfer to fill the income gap between family income per capita and local minimum living standard. Using the survey data from China Family Panel Studies (CFPS) in 2010 and 2014 together with published administrative data, we find that the targeting performance of Di Bao has improved from 2010 to 2014 using Multidimensional Poverty Index (MPI) as an indicator. MPI estimation also indicates that Di Bao has a positive impact on poverty alleviation when compare MPI of program recipients in 2010 and 2014. Using Propensity Score Matching (PSM) and Difference-in-Difference (DiD) approaches, we find the anti-poverty effectiveness of the program is mainly reflected by the increase in recipients family income from 2010 to 2014. The medical expenditure of recipients has dropped over time, implying that the medical burden of recipients has been relieved. The savings of recipients have decreased while the non-housing debts of recipients have increased. It implies that recipients tend to spend their family income on consumption rather than saving
