Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่มีต่อการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม 2) สร้างแนวทางการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม 3) ยืนยันแนวทางการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม โดยใช้วิธีการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลหลัก ได้แก่ กลุ่มระดับนโยบาย กลุ่มระดับฝ่ายปฏิบัติการ และกลุ่มประชาชนทั่วไป จำนวน 81 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและสรุปแนวทางการพัฒนาจากการสนทนากลุ่ม ผลการวิจัย พบว่า 1. ปัจจัยที่มีต่อการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม ประกอบด้วย ปัจจัยหลัก 3 ด้าน ได้แก่ 1.1) ด้านการพัฒนาองค์การทางสังคม 1.2) ด้านการพัฒนาสถาบันทางสังคม 1.3) ด้านการพัฒนา ทางวัฒนธรรม 2. การสร้างแนวทางการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม ประกอบด้วย ปัจจัยย่อย 15 ประการ ได้แก่ 2.1 ด้านการพัฒนาองค์การทางสังคม มีปัจจัยย่อย 7 ปัจจัย ได้แก่ 1) การพัฒนาระบบการขนส่ง โลจิสติกส์ 2) การพัฒนาช่องทางเศรษฐกิจทางการค้า 3) การพัฒนาโครงสร้างพื้นฐานของภาครัฐอย่างต่อเนื่อง 4) การมีส่วนร่วมของประชาชนในท้องถิ่นต่อการพัฒนาทางสังคม 5) การสนับสนุนจากภาคเอกชนด้านการลงทุน ในพื้นที่ 6) การจ้างแรงงานในพื้นที่เพื่อความมั่นคงของท้องถิ่นและ 7) การใช้กฎหมายและข้อบังคับในการรักษาระเบียบของท้องถิ่น 2.2 ด้านการพัฒนาสถาบันทางสังคม มีปัจจัยย่อย 4 ปัจจัย ได้แก่ 1) การสร้างการรับรู้และปลูกจิตสำนึกรักท้องถิ่น 2) การมีส่วนร่วมระหว่างเครือข่ายสถาบันทางสังคมทุกมิติ 3) การสร้างความมั่นคงในอาชีพ สร้างความอบอุ่นในครอบครัวในพื้นที่ และ 4) การพัฒนาสถาบันการศึกษาเพื่อรองรับการพัฒนาและสร้างเครือข่ายระหว่างประเทศ 2.3 ด้านการพัฒนาทางวัฒนธรรม มีปัจจัยย่อย 4 ปัจจัย ได้แก่ 1) การสร้างการรับรู้ประเพณีในท้องถิ่นให้เกิดการยอมรับของคนภายนอก 2) การรักษาวัฒนธรรมภูมิปัญญาท้องถิ่นให้เกิดการสืบต่อและต่อยอด 3) การสร้างวัฒนธรรมเป็นเกราะสร้างศรัทธารักษาท้องถิ่น และ 4) การสนับสนุนและส่งเสริมการท่องเที่ยวเชิงวัฒนธรรม 3. การยืนยันแนวทางการพัฒนาสังคมและวัฒนธรรมในเขตเศรษฐกิจพิเศษนครพนม ประกอบด้วย ปัจจัยสำคัญ 6 ปัจจัย ได้แก่ 1) การส่งเสริมเอกลักษณ์ทางวัฒนธรรมที่ก่อเกิดความเอื้อเฟื้อทางสังคม 2) การสนับสนุนงบประมาณด้านการพัฒนาในท้องถิ่น 3) การพัฒนาระบบการคมนาคมเพื่อรองรับการท่องเที่ยว 4) การสร้างการยอมรับและการรับรู้ของประชาชน 5) การปลุกจิตสำนึกด้านบทบาทหน้าที่ของพลเมือง และ 6) การพัฒนาโครงสร้าง ทางสังคมผ่านมิติทางวัฒนธรรม

Abstract: The objectives of this research were; 1) to study the development factors toward society and culture in NakhonPhanom Special Economic Zone 2) to create the development guideline of society and culture in NakhonPhanom Special Economic Zone 3) to confirm the development guideline of society and culture in NakhonPhanom Special Economic Zone by using qualitative methods. Key Informants in studying consisted of 81 people who were of policy groups, operational groups, and the general people. The tools used for collecting data were indepth interview forms. Data were analyzed by the content analysis and summarizing on focus group discussion concerning the development guidelines. The research results were as follows: 1. The development factors toward society and culture in NakhonPhanom Special Economic Zone consisted of 3 main factors: 1.1 the social organization development, 1.2 the social institution development, and 1.3 the cultural development 2. The development guideline of society and culture in NakhonPhanom Special Economic Zone consisted of 15 sub-factors were as follows: 2.1 The aspect of social organization development consisted of 7 sub-factors: 1) the development of logistic transportation system 2) the development of economic and trade channels 3) the continuous development of government infrastructure 4) the local people's participation in social development 5) the support from private sectors in investment of the area 6) the employment of workers in the area for local stability, and 7) the use of laws and regulations to maintain local regulations. 2.2 The aspect of development of social institutions consisted of 4 sub-factors: 1) building the awareness and instilling conscience of the local love 2) the participation between networks of social institutions in all dimensions 3) building job stability, creating a warmth in the family of the area, and 4) the development of educational institutions to support the development and creation of international networks. 3.3 The aspect of related cultural development consisted of 4 sub-factors: 1) the awareness creation of local traditions in order to be accepted by outsiders, 2) the cultural preservation, local wisdom for succession and extension 3) the cultural creation as a shield to build local beliefs, and 4) the support and promotion in the cultural tourism. 3. Confirmation of the development guideline of society and culture in NakhonPhanom Special Economic Zone consisted of 6 main factors: 1) the promotion of the cultural identity that created the social courtesy 2) the budget support for local development 3) the development of transportation systems to support the tourism 4) the creation of acceptance and perception of the people, 5) the conscious creation of roles and responsibilities of the people and 6) the development of social structures through cultural dimensions
