Abstract:
The purposes of this research were: 1) to study the problems of the morals and ethics in primary schools under the Office of the Basic Education, 2) to develop the model enhancing morals and ethics in primary schools under the Office of the Basic Education, 3) to examine the model enhancing morals and ethics in primary schools under the Office of the Basic Education. This research included 3 steps as follows. Step 1 was to study the problems of the morals and ethics from data synthesis and research review to used to create structured interview. The interview consisted of 16 persons obtained by Purposive Sampling including directors and teachers responsible for student activities of promoting morals and ethics in primary schools under the Office of the Basic Education Commission in the Central Inspection. The conclusion indicated problems of morals and ethics of the students and method enhancing morals and ethics in primary schools. To obtain a model draft 1, Step 2 was to develop the model for enhancing morals and ethics. The researcher used a model draft 1 for focus group by inviting 12 experts obtained by using Purposive Sampling including experts in policies, educators, administrators and teachers responsible for student activities of good promoting morals and ethics in primary schools. In model draft 2, Step 3 was to examine the model for enhancing morals and ethics in primary schools. The researcher examined the feasibility of the model by creating 5 level-rating scale. The sample included 600 persons, which were 300 directors and 300 teachers obtained by using Multi-Stage Random Sampling. The statistics used for analysis were mean and standard deviation. The researcher examined the appropriateness of the model by using a five-point rating scale questionnaire and sent it to be evaluated by 17 experts obtained by using Purposive Sampling. The statistics used for analysis were mean and standard deviation.The results of the study were as follows:1. The problems of morals and ethics of the students in primary schools under the Office of the Basic Education Commission in the Central Inspection were: comprising discipline, perseverance, responsibility, desire of knowledge, patience, public consciousness, generous hospitality, gratitude integrity and honesty. 2. The model for enhancing morals and ethics in primary schools was the Schematic Model including 4 parts. Part One was an introduction consisting of principle and purpose for enhancing morals and ethics in primary schools under the Office of the Basic Education Commission: Part two consisted of models as follows: 1) activity curriculum, 2) behavioral instruction, 3) extracurricular activities enhancing relationship, 4) public relations by using personnel, 5) behavioral model and 6) positive reinforcement. Part three was a process of application. Part four included limited conditions including: (1) difficulty factors and (2) success factors.3. The model development for morals and ethics enhancing in primary schools under the Office of the Basic Education Commission indicated that the feasibility was at a high level and the appropriateness was at the highest level.
