Abstract: การวิจัยเรื่อง แนวทางการพัฒนาแหล่งเรียนรู้ชุมชนในองค์การบริหารส่วนตำบลจังหวัดสุรินทร์ครั้งนี้ มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อสำรวจและรวบรวมแหล่งเรียนรู้ชุมชนในองค์การบริหารส่วนตำบลจังหวัดสุรินทร์ 2) เพื่อศึกษาสภาพการดำเนินงานและปัญหาแหล่งเรียนรู้ชุมชนในองค์การบริหารส่วนตำบลจังหวัดสุรินทร์ 3) เพื่อศึกษาข้อเสนอแนะและแนวทางการพัฒนาแหล่งเรียนรู้ชุมชนในองค์การบริหารส่วนตำบลจังหวัดสุรินทร์ โดยใช้กระบวนการวิจัยเชิงปริมาณและเชิงคุณภาพ กลุ่มตัวอย่างประกอบด้วยผู้บริหารและบุคลากรของท้องถิ่นจังหวัด/อำเภอ เทศบาล/องค์การบริหารส่วนตำบล ศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัย บรรณารักษ์ สถานศึกษา และคณาจารย์สาขาบรรณารักษศาสตร์ในจังหวัดสุรินทร์ วิเคราะห์ข้อมูลด้วยสถิติการแจกแจงความถี่ ร้อยละ และการพรรณนาเชิงเนื้อหา ผลการวิจัยพบว่า 1. แหล่งเรียนรู้ชุมชน เป็นศูนย์การเรียนรู้ชุมชนของสังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยสุรินทร์ ซึ่งตั้งอยู่ในเขตรับผิดชอบขององค์การบริหารส่วนตำบล จำนวน 157 แห่ง กระจายอยู่ตามพื้นที่ 17 อำเภอ ในจังหวัดสุรินทร์ 2. สภาพการดำเนินงาน และปัญหาแหล่งเรียนรู้ชุมชน ประกอบด้วย อาคารสถานที่บุคลากร งบประมาณ สื่อหรือทรัพยากรสารสนเทศ งานของแหล่งเรียนรู้ และการให้บริหาร สภาพส่วนใหญ่ขาดแคลน ไม่เพียงพอ การใช้สื่อเทคโนโลยีที่ทันสมัยอย่างจำกัด ไม่เป็นไปตามระบบคุณภาพของห้องสมุด 3.ข้อเสนอแนะและแนวทางการพัฒนาแหล่งเรียนรู้ชุมชนในองค์การบริหารส่วนตำบลจังหวัดสุรินทร์ ควรพัฒนาบริบทเกี่ยวกับปัจจัยนำเข้า ได้แก่ อาคารสถานที่ บุคลากร งบประมาณ วัสดุ อุปกรณ์ สื่อเกี่ยวกับห้องสมุดและสารสนเทศ ปัจจัยด้านกระบวนการ ได้แก่ การบริการและกิจกรรมห้องสมุด การจัดหาและซ่อมบำรุง รวมทั้งปัจจัยด้านผลลัพธ์ ได้แก่ ผลการดำเนินงานในระดับดีขึ้นไป มีประโยชน์และคุ้มค่าสำหรับผู้มาใช้บริการห้องสมุด รวมทั้งผู้มาใช้บริการห้องสมุดเพิ่มมากขึ้น ผลจากการวิจัยดังกล่าว เป็นแนวทางสำหรับชุมชน หน่วยงาน นักวิชาการ นักศึกษา และประชาชนทั่วไปได้ใช้ให้เกิดประโยชน์ รวมทั้งเป็นแนวทางสำหรับการวิจัยครั้งต่อไปในการศึกษาแหล่งเรียนรู้ต่างๆ อย่างหลากหลาย การศึกษาเฉพาะแหล่งเรียนรู้ และการศึกษาเปรียบเทียบกับพื้นที่อื่นทั้งในระดับชาติและนานาชาติต่อไป The research about the guidelines for community knowledge resource development in sub district administration organization, Surin province has three objectives; 1) to survey and collect the community knowledge resources, 2) to study operational state and problem of community knowledge resource, and 3) to study the guidelines for community knowledge resource development in sub district administration organization. The methodologies of the research are quantitative research and qualitative research. The samples are the head offices or the personal of provincial/district local offices, municipal district administration organizations, librarians in schools, and lectures, in Surin province. To analysis the data by statistics; frequency, percentage, and content description. The results of research are as follows; 1. The community knowledge resources are the center of community knowledge resources, those belong to Surin provincial office of non-formal educational promotion and informal education. There are about one hundred fifty seven community knowledge resources, locates in sub district administration organization, in Surin province. 2. The operation state and problem of community knowledge resources include office, personal, budget, material or information resources, duty of knowledge resources, and service. The most of them are not enough, limit of modern technology, and out of the process of library system. 3. The guidelines of community knowledge resources development in sub district administration organization, Surin province should be developed by the of context of input factors such as: office, personal, budget, library and information resource, the process factor such as, library activity and service, resource management and repair, and output factors such as; operational results are at high level, are beneficial and worthwhile for people who use, and increased numbers of people using the libraries. The benefit of the research is useful for the community, office department, academic persons, students and other people in efficiency. The researcher could be study or research more in various knowledge resources, and comparing in any area of the nation and inter nation.
