Abstract:
The purpose of this research was to develop a quality management organization model in Primary Educational Service Area Office. The research was undertaken using a research and development that consisted 3 steps, as follows: Step 1: to study the degree of success and importance of priority need index for the model development and components analysis. The samples were 624 directors, deputy directors, group directors of the Primary Educational Service Area Office; Step 2: to develop the model by Delphi Technique with 17 experts; and Step 3: to evaluate the developed model by 75 experts. Statistics used in data analysis composed of percentage, mean ( ), Standard Deviation (S.D.), Priority Need Index Modified (PNI Modified), Median (Mdn), Mode (Mo), and Interquartile Range (IR.).
The research results were as follows:
1. Overall, the degree of success of the quality organization management in Primary Educational Service Area Office was at a high level ( = 3.93, S.D. = .719), and the need for development of the organization management was at a high level ( = 4.40, S.D. = .588). The need for development of the quality organization management model in Primary Educational Service Area Office, by all groups of the samples are essential requirements for all items (PNI Modified between 0.16 to 0.12) overall average of 0.12 and has 5 factors: 1) business results and process management; 2) human resource focus and measurement, analysis, and knowledge management; 3) strategic planning; 4) leadership; and 5) customer and market focus.
2. The developed model of quality management organization in Primary Educational Service Area Office has 3 components: 1) the principles and concepts of quality management organizations in the areas of primary education, 2) the quality management process, and 3) the factors that affect success.
3. The developed model for quality management organization in Primary Educational Service Area Office has a suitability at the highest level ( = 4.75, S.D. = .254) and a possibility at a high level ( = 4.43, S.D. = .445).
