Abstract: This study is aimed at exploring the collaborative strategy development between Chanthaburi educational institutions and the Chanthaburi gems and jewelry centers. Exploratory research involved 16 participants who were representatives from educational institutions, local industries, and government sectors in the Eastern region, at Chanthaburi province. The questions of the study are concerned with the characteristics of the gems business at Chanthaburi, requirements for educational institutions, and a collaboration strategy model. The findings are that the gems and jewelry industry at Chanthaburi is facing a lack of skilled workers, modern technology, marketing knowledge, attitudes, regulation support, problems of graduate migration, and intensive collaboration. The most important step for this collaboration strategy was the preparation of human capital to acquire the knowledge and skills for the requirements to become gems and jewelry craftsmen, designers, selfemployed traders, new business entrepreneurs and business successors. The educational institutes in the region need to train their students to have the skills that meet industry requirements, and to motivate local youth to attend the gems and jewelry educational programs at their schools. This can resolve graduate migration, instilling good attitudes to their graduates, and transferring knowledge and technology to the industrial parties. The collaboration strategy model to build up the gems business centers or intermediary factories needs government support in many ways such as establishing clear national policies, providing funds, tax exemptions and making the gems and jewelry business a tourist destination. In conclusion, this research study provides information of collaborative strategy development to enhance the Chanthaburi gems and jewelry business centers. The collaboration strategy model will be an advantage for both the region and the nation. The findings of the research importantly help develop new knowledge for educational institutions that might act as leaders in the collaboration.
