Three-Year Development Plan of Administration Organization to Action Achievement : A Case Study of Takotapi Administration Organization Prakonchai Sub-district Buriram Province
Abstract:
The purposes of this research were to: 1) study the processes of drafting a three-year development plan and bringing the plan into an¬nual expense budgets, 2) study problems related to bringing the plan into action, and 3) suggest guidelines for bringing the plan into action, to achieve the required achievements of the Takotapi District Administration Organization, Prakhonchai District, Buriram Province. เท this study, 150 samples were used, consisting of 3 groups covering 110 general people, 30 administrators, council members and the development committee, and the committee supporting the development plan. 10 committee members and subcommittees followed-up and evaluated the development plan. The study employed a developed questionnaire, and the gathered data was analyzed using percentages and content analysis.
The results of the study revealed that 1) The three-year developmental plan of the Takotapi District Administration Organization was formed by the development committee and the committee supporting the development plan. However, it was not certain if there was a required meeting before forming the plan. There was a meeting once a year, and in general people took part at a medium level. Related organizations were also invited, and people were advised and provided understanding about the plan. The plan was arranged in order of importance and urgency of the projects. The three-year development plan was completed in June, and later disclosed to the general people. The first-year projects filed in the plan were taken into the annual expense budget. Administrators of the district administration organization and executives of the budget played important roles in taking the plan into action. The plan was also followed up and evaluated once a year, by an evaluation committee follow-up. A minority of people took part in evaluating, and it was not certain if the evaluation summary and report were presented to the administrator, but the administrator reported to the council and disclosed to people the evaluation results. For improving the plan to meet achievements, a meeting was arranged to suggest guidelines to the administrator, that being before the administrator consulted with council members about the solution guidelines. 2) To bring the three-year development plan of the Takotapi District Administration Organization, Prakhonchai District, Buriram Province into action, various prob¬lems were discovered. People lacked knowledge and understanding, and did not pay attention to this. The public sector and government sector undertook only a small part in matters. The concerned committees were ineffective. Requirements of people were high, but the budget was limited, and thus taking the plan into action was delayed.
The development focused on only some specific issues, and the specified duration of the project was inappropriate. Concerned laws, principles, and regulations became obstacles in implementation, and the administrator lacked strong governance. Finally, the public relations plan did not reach all people concerned. 3) To bring achievement for the three year development plan of the Takotapi District Administrational Organization, Prakhonchai District, Buriram Province, to come into action, various guidelines were found. People within the area should be promoted to gain better understanding and realize the importance of the plan. Concerned committees should be developed to become more affective. Public and governmental sectors should be promoted to take part, and the projects should be arranged in order of their importance and urgency. The projects must cover all areas and aspects, and the duration of projects must be appropriately administered. Some urgent problems should be solved immediately, and their evaluation results should be presented periodically.
The chief administrator should be full of virtue, ethics, and transparency. Implementations should be made based upon systematic principles and, finally, public relations about the projects should be completed thoroughly.
