Abstract: บทคัดย่อ การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความต้องการ ความเหมาะสม และความเป็นไปได้ของแนวทางการปฏิบัติงานอาคารสถานที่และสิ่งแวดล้อมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษานครนายก กลุ่มตัวอย่าง แบ่งเป็น 4 กลุ่ม คือ 1) ผู้เกี่ยวข้องทางการศึกษา จำนวน 13 คน ประกอบด้วย รองผู้อำนวยการสำนักงานเขตพื้นที่การศึกษา ผู้บริหารสถานศึกษา ครูหัวหน้างานอาคารสถานที่และสิ่งแวดล้อม และประธานกรรมการสถานศึกษา 2) ผู้ทรงคุณวุฒิ จำนวน 5 คน 3) ผู้เชี่ยวชาญ จำนวน 17 คน และ 4) ผู้บริหารสถานศึกษา จำนวน 60 คน เครื่องมือที่ใช้ ในการวิจัยครั้งนี้ ได้แก่ แบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่ามัธยฐาน ค่าพิสัยระหว่างควอไทล์ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ t-test ผลการวิจัย พบว่า แนวทางการปฏิบัติงานอาคารสถานที่และสิ่งแวดล้อมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษานครนายกที่พัฒนาขึ้นตรงตามความต้องการ มีความเหมาะสม และเป็นไปได้ ในการปฏิบัติ ประกอบด้วย 5 ขั้นตอน 29 รายการ ดังนี้ 1) การวางแผนการบริหารจัดการ ประกอบด้วย 8 รายการ ได้แก่ การสำรวจสภาพปัจจุบัน ปัญหาของงานอาคารสถานที่และสิ่งแวดล้อม 2) การบำรุง ดูแล และพัฒนา ประกอบด้วย 7 รายการ ได้แก่ การตรวจสภาพของอาคารสถานที่และสิ่งแวดล้อมอย่างสม่ำเสมอ 3) การติดตามและตรวจสอบ ประกอบด้วย 8 รายการ ได้แก่ การกำหนดแผน ระเบียบ และแนวปฏิบัติว่าด้วยการใช้อาคารสถานที่และสิ่งแวดล้อม 4) การสรุป ประเมินผลและรายงาน ประกอบด้วย 6 รายการ ได้แก่ การแต่งตั้งคณะกรรมการประเมินผล อาคารสถานที่และสิ่งแวดล้อม ซึ่งประกอบด้วย ครู นักเรียน และชุมชน และ 5) การปรับปรุงและพัฒนา ประกอบด้วย 2 รายการ ได้แก่ การจัดประชุม นำเสนอข้อมูลของผลการดำเนินงานอาคารสถานที่และสิ่งแวดล้อมที่ได้จากการรายงานผลการปฏิบัติงาน ปรับปรุงและพัฒนาแผน/โครงการงาน อาคารสถานที่และสิ่งแวดล้อมของสถานศึกษา ABSTRACT The purposes of the research were to study the needs of the development, appropriateness, and possibility of the guidelines of buildings and surroundings of schools under the office of Nakhon - Nayok Educational Service Area. The samples were divided into 4 groups: 1) thirteen relevant people including the deputy directors of the office of Educational Service Area, school administrators, heads of buildings and surroundings department and directors of schools committee, 2) five academics experts, 3) seventeen experts, and 4) sixty school administrators. The research instrument was questionnaires. Statistical analysis was performed by percentage, median, interquartile range, means, standard deviation and t - test. The findings indicated The developed guideline of buildings and surroundings performance of schools under the office of Nakhon - Nayok Educational Service Area was consistent with the needs, appropriateness and the possibility for 5 steps within 29 items as follows: 1) eight items of administration planning such as the current situation survey and problems of buildings and surroundings, 2) seven items of the maintenance and preservation development such as regular checks of buildings and surroundings, 3) eight items of monitoring and checking such as planning regulations and guidelines concerning with buildings and surroundings usage, 4) six items of summary, evaluation and reports such as for appointing the evaluation committee including teachers, students and communities and 5) two items of improvement and development such as setting meetings, presenting the reported data and developing plans/projects of buildings and surroundings of schools. as follows:
