Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาศักยภาพการดำเนินงานของกลุ่มวิสาหกิจชุมชน กลุ่มตัวอย่างคือตัวแทนสมาชิกกลุ่มวิสาหกิจชุมชนจำนวน 165 กลุ่ม เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว ANOVA (f-test) ผลการศึกษาพบว่า กลุ่มวิสาหกิจชุมชนมีศักยภาพการดำเนินงานด้านการควบคุมดูแล อยู่ในระดับมากที่สุด มีค่าเฉลี่ย 4.81 ด้านการจัดองค์กร การวางแผน การจัดคนเข้าทำงาน อยู่ในระดับมาก มีค่าเฉลี่ย 3.89, 3.81 และ 3.44 ตามลำดับ และด้านการอำนวยการอยู่ในระดับปานกลาง มีค่าเฉลี่ย 2.70 ปัญหาและอุปสรรคในการดำเนินกิจการ กลุ่มวิสาหกิจชุมชนมีปัญหาด้านการเงิน ด้านการเรียนรู้และการสร้างนวัตกรรม และด้านกระบวนการภายในอยู่ในระดับปานกลาง มีค่าเฉลี่ย 3.17, 3.11 และ 2.72 ตามลำดับ ส่วนด้านลูกค้าอยู่ในระดับน้อย มีค่าเฉลี่ย 2.22 การทดสอบสมมติฐาน พบว่า สมาชิกกลุ่มวิสาหกิจชุมชนที่มีระดับการศึกษาต่างกัน มีศักยภาพด้านการวางแผน ด้านการจัดองค์กร ด้านการจัดคนเข้าทำงาน ด้านการอำนวยการ และด้านการควบคุมดูแลแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 กลุ่มวิสาหกิจชุมชนที่มีจำนวนสมาชิกต่างกัน มีศักยภาพด้านการวางแผน ด้านการจัดองค์กร ด้านการจัดคนเข้าทำงาน ด้านการอำนวยการ และด้านการควบคุมดูแลแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 กลุ่มวิสาหกิจชุมชนที่มีระยะเวลาการดำเนินกิจการต่างกัน มีศักยภาพด้านการวางแผน ด้านการจัดองค์กร ด้านการจัดคนเข้าทำงาน ด้านการอำนวยการแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ยกเว้นศักยภาพด้านการควบคุมดูแลไม่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 "

Abstract: The main purpose of study aims to investigate operation potential of Community Enterprise in Chiangkham District, Phayao Province. The sample was 165 representative of Community Enterprise in Chiangkham District, Phayao Province. Research instrument was a questionnaire and the collected data were analyzed by using a computer program applying for frequency distribution, percentage and standard deviation. ANOVA (f-test) analysis was conducted for hypotheses test. The research results revealed that the level of management competency in control of the enterprise was in highest (x̄ = 4.81). The community enterprises have ability of management in the organizing (x̄ = 3.89), planning (x̄ = 3.81), and staffing (x̄ = 3.44) in high level namely. Excluding directing (x̄ = 2.70) was in medium level of management competency. Also, data analysis shows the implementation problems of community enterprises in term of finance (x̄ = 3.17), learning and innovation development (x̄ = 3.11), and internal system (x̄ = 2.72) were in medium level. There only customer issue was miner problem for the enterprise (x̄ = 2.22). The results found that the level of education were different as far as those factors of planning, organizing, staffing, and directing of the community enterprise. Members of those enterprises were different as far as those factors of planning, organizing, staffing, and directing of the community enterprise. Duration of enterprise were different as far as those factors of planning, organizing and staffing but the factor of directing of the community enterprise were not different. "
