Abstract: การศึกษาวิจัย เรื่อง แนวทางการจัดการลุ่มน้ำลำตะคอง ตำบลปากช่อง อำเภอปากช่อง จังหวัดนครราชสีมา เป็นการศึกษาวิจัยเชิงคุณภาพ เพื่อหาแนวทางจัดการลุ่มน้ำลำตะคองโดยการศึกษาต้นแบบคือ การจัดการลุ่มแม่น้ำแม่กลอง โดยมีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัญหาการจัดการลุ่มลำตะคอง ตำบลปากช่อง อำเภอปากช่อง จังหวัดนครราชสีมา 2) เพื่อศึกษาและสรุปตันแบบการจัดการลุ่มน้ำแบบบูรณาการ 3) เพื่อศึกษาแนวทางการพัฒนาการจัดการลุ่มน้ำลำตะคอง ตำบลปากช่อง อำเภอปากช่อง จังหวัดนครราชสีมา และมีวิธีการเก็บรวบรวมข้อมูลโดยกาสัมภาษณ์ เชิงลึก การสังเกตทั้งแบบมีส่วนร่วมและไม่มีส่วนร่วม และสรุปแนวทางการจัดการลุ่มน้ำลำตะคอง ตำบลปากช่อง อำเภอปากช่อง จังหวัดนครราชสีมา ด้วยวิธีการสนทนากลุ่ม ผลการวิจัย ลุ่มน้ำลำตะคองมีต้นน้ำจากเทือกเขาดงพญาเย็นหรือเรียกว่าเขาใหญ่ในปัจจุบัน ในขณะที่มีการทำลายทรัพยากรธรรมชาติเขาใหญ่จะส่งผลกระทบโดยตรงต่อระบบนิเวศกลุ่มน้ำลำตะคองและมีภาพปัญหาต่าง เช่น การบุกรุกพื้นที่เพื่อใช้ประโยชน์ส่วนตัว พื้นที่ชุมชนตำบลปากช่อง เป็นพื้นที่มีการขยายตัวของชุมชนอย่างรวดเร็ว การใช้น้ำเพื่อการอุปโภคจำนวนมากการขยายตัวของชุมชนเทศบาลตำบลปากช่อง ทำให้เกิดการทิ้งขยะลงแม่น้ำลำตะคอง และผู้วิจัยศึกษาต้นแบบการบริการจัดการน้ำแบบบูรณาการ คือ ลุ่มแม่น้ำแม่กลอง โดยพบว่า มีการจัดการลุ่มน้ำโดยนำภูมิปัญญาการรักษาระบบนิเวศเพื่อการใช้น้ำสำหรับเกษตรกรรม การเรียนรู้ภูมิปัญญาเพื่อรักษาระบบนิเวศน์ทางน้ำ เพื่อการคมนาคมทางน้ำ แนวทางการพัฒนาการจัดลุ่มน้ำลำตะคอง ตำบลปากช่อง อำเภอปากช่อง จังหวัดนครราชสีมา ผู้วิจัยกำหนดเป็นโครงการดังนี้ 1) โครงการพัฒนาภูมิปัญญาท้องถิ่นเพื่อการจัดการลุ่มน้ำลำตะคองโครงการพัฒนาดังกล่าวเป็นความร่วมมือระหว่างภาครัฐและประชาชน และส่งเสริมความร่วมมือกับประชาชน เช่น การรณรงค์และประชาสัมพันธ์เกี่ยวกับความเข้าใจในการจัดการลุ่มน้ำลำตะคอง การสร้างจิตสำนึกให้รู้สึกหวงแหนลุ่มน้ำลำตะคอง และใช้ภูมิปัญญาท้องถิ่นในการบริหารจัดการเพื่อให้เกิดการบูรณาการร่วมกัน 2) โครงการพัฒนาลุ่มน้ำลำตะคองเป็นความร่วมระหว่างภาครัฐและองค์การบริหารส่วนตำบล โดยการสนับสนุนงบประมาณในการบริหารจัดการลุ่มน้ำหรือการจัดการส่องกีดขวางและขยะมูลฝอย เช่น การสนับสนุนเครื่องมือเครื่องจักรในการจัดการขยะ การสนับสนุนงบประมาณในการบริหารจัดการ 3) โครงการขับเคลื่อนองค์การปกครองส่วนท้องถิ่นเพื่อการจัดการลุ่มแม่น้ำลำตะคอง โดยความร่วมมือระหว่างองค์กรเอกชน องค์การบริหารส่วนท้องถิ่น และภาคประชาชน ทั้งนี้เป็นการกำหนด ความร่วมมือในการตั้งคณะกรรมการดูแลลุ่มน้ำลำตะคองและการออกระเบียบข้อบังคับของชุมชนในการใช้ประโยชน์จากลุ่มน้ำลำตะคอง และการกำหนดบทลงโทษ เมื่อมีการทำลายทรัพยากรลุ่มน้ำลำตะคอง 4 โครงการส่งเสริมการเข้าถึงและการใช้ประโยชน์ทรัพยากรน้ำลำตะคองอย่างยั่งยืน หรือการใช้ประโยชน์จากลุ่มน้ำลำตะคองอย่างเป็นธรรม เช่น การส่งเสริมการพัฒนาเป็นแหล่งท่องเที่ยวหรือจัดตลาดน้ำชุมชน และการกำหนดพื้นที่เพื่อจัดเก็บน้ำสำหรับกิจกรรมต่าง ๆ เข่น การรักษาประเพณีลอยกระทง This qualitative research was the study to provide guidelines for a management of Lam Takhong River Basin in Pakchong sub-district, Pakchong district. Nakhon-Ratchasima province. The study was based on the master model of Mae Klong River Basin management. The objectives of this research were 1) to study problems and contexts to a management of Lam Takhong River Basin in Pakchong sub-district, Pakhong district. Nakhon-Ratchasima province. 2) to study and develop a master model for as integrated management of river basin and 3) to provide guidelines for a management of Lam Takhong River Basin in Pakchong sub-district. The data had been collected through interviews, participative and non-participative observations. Guidelines for management of Lam Takhong River Basin had been created through a focused- group discussion The watershed of Lam Takhong River is in Dong Prayayen or Khao Yai. The ecological system of Lam Takhong River Basin will be effected directly when there is a serious deterioration of natural resources in Khao Yai (e.g. forest encroachment for personal benefits) Further, there is a rapid expansion of communities located in the area of Pakchong sub-district. Therefore, a great quantity of water is used for consumption Further. more and more garbage are left into Lam Takhong River because of the expansion of communities located in Pakchong sub-district. AS a result, the researcher studied the master model of Mae Klong River Basin management in order to determine appropriate guidelines for a management of Lam Takhong River Basin. It was found that the integrated of river is based on the local wisdoms in order to conserve the ecological for system for agriculture. This also includes a study about the local wisdoms for a conservation of aquatic ecosystems and water transportation. According to the study. The researcher has proposed guidelines for a management of Lam Takhong through the following projects (1) The project to develop the local wisdoms for a management for Lam Takhong River Basin – this project is a cooperation between government and public sectors. The project aims to promote is a cooperation between and public sectors. The project consists of several activities. For instances, a campaign to promote and generate understanding on a management Lam Takhong River Basin, raising an awareness about the importance of Lam Takhong River Basin.an application of the local wisdom for an integrated management, and etc. (2) The project to develop Lam Takhong River Basin it is a cooperation between the government section and the sub-district administrative organization. This is done by providing budgets and facilities for is a management or gets of garbage in Lam Takhong such as providing machines and equipment to get rid of garbage, providing for a management process (3) The project to motivate the local administrative organization for a management of Lam Takhong River Basin – it is a project under a cooperation of private sectors. local administrative organizations, and public- sectors. This project aims to establish partnerships and committees to monitor activities related to a management of Lam Takhong River Basin by issuing laws and regulations for communities to follow (4) The project for a sustainable utilization of Lam Takhong s natural resources – this project aims to provide a sustainable and fair utilization of natural resources for people in the area For examples, developing and supporting Lam Takhong River Basin as tourist site or a water market, determining, determining an area a water reservation source for arranging activities such as Loi Krathong as a conservation of culture and tradition.
