Abstract:
This aims of research were 1) to study the personnel administration according to Saraniyadhamma VI of Sub district Administrative Organization in Long District, Phrae Province, 2) to compare personal factors that affect the personnel administration according to Saraniyadhamma VI of Sub district Administrative Organization in Long District, Phrae Province 3) to educate the proceeding for the personnel administration of Sub district Administrative Organization in Long District, Phrae Province according to Saraniyadhamma VI.
This study was mixed-method research, a combination of quantitative and qualitative research. Quantitative data were collected by using a questionnaire of persons of Sub district Administrative Organization in Long District, Phrae Province 165 persons. The sample consisted of 116 people by using the formula of R.V. Krejcie & Morgan. Data were analyzed by statistics including frequency, percentage, mean, and standard deviation to describe personal characteristics. Hypothesis testing was conducted by using t-test and F-test analysis, One-Way Analysis of Variance (ANOVA). A pair of means was compared by using Least Significant difference (LSD). For qualitative research, data were collected from 7 key informants. These key informants were purposively selected from the experts with qualification in accordance with the essence of research. Data collection instruments included structured in depth interview and face-to-face in depth interview. Data were analyzed by descriptive interpretation.
The research found that
1) The opinions of persons concern about the personnel administration according to Saraniyadhamma VI of Sub district Administrative Organization in Long District, Phrae Province found the performance of general service officers is overall high level. On the distribution each side found high opinions on all levels as well as Mettakayakamma ( = 3.87, SD = 0.742) was highest level, followed by Mettavacikamma ( = 3.85, SD = 0.763), Ditthisamabbata ( = 3.84. , SD = 0.850), Sadharanabhogita ( = 3.84, SD = 0.740), followed by Mettamanokamma ( = 3.81, SD = 0.819) and the last one was Silasamabbata) ( = 3.72, SD = 0.848).
2) The comparison of individual factors such as gender, age, education level, income, status and experience with the personnel administration according to Saraniyadhamma VI of Sub district Administrative Organization in Long District, hypothesis by analyzing differences by personal factor. There were found that age, education level, income, status and experience have no different of opinion. There were rejected the hypothesis.
3) The guidelines for the personnel administration according to Saraniyadhamma VI of Sub district Administrative Organization in Long District found that according to the attitude of officers of Sub district Administrative Organization, was to make Manpower Planning when are free man, the getting a promotion by work ability, be keep training in good speech, be make new working skills, be take Security on tenure, be keep fringe benefit ,and be take the well evaluation.
