Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับประสิทธิผลการดำเนินงานกองทุนหลักประกันสุขภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอหนองเสือ จังหวัดปทุมธานี 2) เพื่อศึกษาปัจจัยที่มีความสัมพันธ์กับประสิทธิผลการดำเนินงานกองทุนหลักประกันสุขภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอหนองเสือ จังหวัดปทุมธานี เก็บข้อมูลโดยแบบสอบถามจากกลุ่มตัวอย่าง จำนวน 112 คน ซึ่งได้จากการการสุ่มตัวอย่างแบบง่าย และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน ผลการวิจัยพบว่า1) ระดับประสิทธิผลการดำเนินงานกองทุนหลักประกันสุขภาพขององค์กร ปกครองส่วนท้องถิ่นในเขตอำเภอหนองเสือ จังหวัดปทุมธานี โดยรวมอยู่ในระดับมาก ( = 3.800, S.D. = 0.540) เมื่อพิจารณาเป็นรายด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปน้อย พบว่า ด้านการสนับสนุนหน่วยบริการสาธารณสุข อยู่ในระดับมากที่สุด ( = 3.930, S.D. = 0.719) รองลงมาด้านการจัดบริการตามชุดสิทธิประโยชน์ ( = 3.800, S.D. = 0.563) ด้านการสร้างเสริมสุขภาพโดยประชาชนและชุมชนท้องถิ่น ( = 3.740, S.D. = 0.637) และด้านการบริหารจัดการกองทุน ( = 3.720, S.D. = 0.656) ตามลำดับ 2) ปัจจัยที่มีความสัมพันธ์กับประสิทธิผลการดำเนินงานกองทุนหลักประกันสุขภาพขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอหนองเสือ จังหวัดปทุมธานี พบว่า ปัจจัยการดำเนินงานด้านการวางแผนงาน ด้านการจัดการทรัพยากร ด้านการประชาสัมพันธ์ ด้านการพัฒนาเสริมสร้างสมรรถนะการบริหารงาน ด้านการสร้างการมีส่วนร่วมของคนในชุมชน และด้านการปรับทัศนคติของ ผู้ดำเนินงาน มีความสัมพันธ์ทางบวกกับประสิทธิผลการดำเนินงาน ที่ระดับนัยสำคัญทางสถิติ ที่ระดับ 0.01

Abstract: The objectives of this research were to 1) study the performance effectiveness level of health insurance fund of the Local Administrative Organizations in Nong sua district, Pathum Thani province 2) study the factors relating performance effectiveness of health fund insurance fund of the Local Administrative Organizations in Nong sua district, Pathum Thani province. The data were collected by questionnaire from a sample of 112 respondents, Who were selected by simple random sampling technique. The statistics used in data analysis consisted of percentage, mean, standard deviation and the Pearson correlation coefficient.The research results were as follows: 1) The performance effectiveness level of health insurance fund of the Local Administrative Organizations in Nongsua district, Pathum Thani province in overall was at high level ( = 3.800, S.D. = 0.540). When considered in each aspect found that the highest mean was the aspect of public health services promotion ( = 3.930, S.D. = 0.719), followed by the aspect of benefit set services ( = 3.800, S.D. = 0.563), the aspect of health promotion by people and community ( = 3.740, S.D. = 0.637), and the aspect of fund management ( = 3.720, S.D. = 0.656) respectively. 2) The factors relating performance effectiveness of health insurance fund of the Local Administrative Organizations in Nong sua district, Pathum Thani province found that the performance, factors in the planning, the resource management, the public relations, the human resources management and development, the community participation creation and the attitude adaptation of officers had positively correlated with the performance effectiveness at a statistical significance level of 0.01.
