Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ1)ศึกษาองค์ประกอบการบริหารประชาธิปไตยในโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน2)สร้างรูปแบบการบริหารประชาธิปไตยในโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานและ 3)ประเมินผลการใช้รูปแบบการบริหารประชาธิปไตยในโรงเรียน วิธีดำเนินการวิจัย ประกอบด้วย การศึกษาเอกสารแนวคิด ทฤษฎี และงานวิจัยเพื่อให้ได้องค์ประกอบการบริหารประชาธิปไตยในโรงเรียน และนำไปสัมภาษณ์เชิงลึกผู้บริหารโรงเรียนประชาธิปไตยต้นแบบของสำนักเสริมสร้างเอกลักษณ์ของชาติ จำนวน 4 คนในโรงเรียน4 ภูมิภาคแล้วสังเคราะห์เป็นองค์ประกอบประชาธิปไตยในโรงเรียน นำองค์ประกอบมาสร้างรูปแบบการบริหารประชาธิปไตยในโรงเรียนประเมินความเหมาะสมและความเป็นไปได้โดยผู้ทรงคุณวุฒิ12 คน พร้อมปรับปรุงรูปแบบตามข้อเสนอแนะของผู้ทรงคุณวุฒิ จากนั้นนำรูปแบบไปทดลองใช้ในโรงเรียนจำนวน 1โรงเรียน เป็นเวลา 1 ภาคเรียน และทำการประเมินผลการใช้รูปแบบ ผลการวิจัย พบว่า
1.รูปแบบการบริหารประชาธิปไตยในโรงเรียน ประกอบด้วย 4 องค์ประกอบ11องค์ประกอบย่อยและ 54ตัวบ่งชี้ มีรายละเอียด ดังนี้ องค์ประกอบที่ 1 การบริหารแบบมีส่วนร่วม ประกอบด้วย 3 องค์ประกอบย่อย19ตัวบ่งชี้องค์ประกอบที่ 2หลักสูตรสถานศึกษาที่ส่งเสริมวิถีประชาธิปไตย ประกอบด้วย 2 องค์ประกอบย่อย12 ตัวบ่งชี้องค์ประกอบที่ 3 การจัดกิจกรรมเพื่อสร้างวิถีประชาธิปไตยในสถานศึกษา ประกอบด้วย 3องค์ประกอบย่อย11ตัวบ่งชี้ องค์ประกอบที่ 4 การสร้างบรรยากาศและสภาพแวดล้อมที่ส่งเสริมประชาธิปไตยในโรงเรียน ประกอบด้วย 3 องค์ประกอบย่อย12ตัวบ่งชี้โดยองค์ประกอบหลักการบริหารแบบมีส่วนร่วม เป็นองค์ประกอบที่สำคัญ ในการขับเคลื่อนให้องค์ประกอบ 2,3 และ 4 ดำเนินการได้โดยผ่านกระบวนการ 3 ขั้นตอน คือ การวางแผน การสั่งการและการควบคุม และเมื่อทั้ง 4 องค์ประกอบดำเนินการได้ครบตามรูปแบบดังกล่าว จะทำให้รูปแบบการบริหารประชาธิปไตยในโรงเรียนเป็นไปอย่างต่อเนื่องและยั่งยืน
2.ผลการประเมินรูปแบบการบริหารประชาธิปไตยในโรงเรียนหลังการทดลองใช้กับผู้บริหาร คณะครูและบุคลากรที่เกี่ยวข้องมีความพึงพอใจในองค์ประกอบที่ 1 การบริหารแบบมีส่วนร่วมมากที่สุด ส่วนองค์ประกอบที่ 2 ,3และ4มีความพึงพอใจมาก
This research aimed to (1) investigate factors of democratic management in schools under the Jurisdiction of the Office of the Basic Education commission; (2) construct a model of democratic management in schools, and(3) evaluate the implication of a model of democratic management in schools.The research methodology was consisted of: reviewing literature of principle, theories, and researches to find out factors of democratic management in schools; these find-out factors taken to be reviewed by the four best practice schools administrators as democratic prototype of the National Identity Office in four regions; then, both find-outs of reviewing literature and the reviewer results were used to make the factors of democratic management in schools; these factors taken to build a model of democratic management in Schools to be evaluated for the feasibility and appropriation by 12 experts and their recommendation, finally the model taken to be piloted in a schools fora semester in academic year 2014.The finding revealed as follows: 1. A model of democratic management in schools under the Jurisdiction of the office of Basic Education Commission was contained four factors, 11 sub-factors and 54 indicators notably. Factor 1 participative management was consisted of three sub-factors and 19 indicators; factor 2 schools curriculum supporting democratic implementation of two sub-factors and 12 indicators; factor 3 instruction for democratic management of three sub-factors and 11 indicators, and factor 4 arrangement of atmosphere and environment of democratic engagement of three sub-factors and 12 indicators. However, participative management was the important factor.The implementation of factor 2, 3 and 4 was conducted through three processes notably: planning, execution and control. Then four factors were completely implemented as model, a model of democratic management in Schools was continuous and stainable. 2. In experiment, the administrators , teachers and educational personnel satisfied with the participative management (factor 1) the most of all. However, the others ( factor 2, 3 and 4) were satisfied very much.
