Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา การมีส่วนร่วมของประชาชนในการดำเนินงานตามแผนการพัฒนาสามปีของเทศบาลตำบลแม่สาย อำเภอแม่สาย จังหวัดเชียงราย โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล จากผู้ที่มีชื่อในทะเบียนบ้านอาศัยอยู่ในเขตเทศบาลตำบลแม่สาย อำเภอแม่สาย จังหวัดเชียงราย จำนวน 400 ชุด วิเคราะห์ข้อมูลสถิติเชิงพรรณนา ได้แก่ ค่าแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมติฐานโดยใช้ค่าที (t-test for Independent Samples) ค่าความเชื่อมั่นที่ระดับ 95% ผลการศึกษาปรากฏดังนี้ (1) ระดับการมีส่วนร่วมของประชาชนในการดำเนินโครงการ/กิจกรรมการพัฒนาคุณภาพชีวิตตามแผนการพัฒนาสามปีของเทศบาลตำบลแม่สายโดยภาพรวมยังอยู่ในระดับน้อยที่สุด ประชาชนส่วนใหญ่ไม่มีตำแหน่งผู้นำในชุมชน และไม่ได้เข้าร่วมสมาชิกกลุ่มใด ๆ ในชุมชน เมื่อพิจารณาการดำเนินโครงการ/กิจกรรมในแต่ละด้าน พบว่า ประชาชนมีส่วนร่วมในการดำเนินโครงการ/กิจกรรมในด้านชุมชน สิทธิและสวัสดิการสังคมมากที่สุด (2) การทดสอบสมมติฐาน พบว่า ปัจจัยด้านอาชีพ และด้านระยะเวลาที่อยู่อาศัย เป็นปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการดำเนินโครงการ/กิจกรรมการพัฒนาคุณภาพชีวิตในภาพรวม ดังนั้น เพื่อเป็นแนวทางในการส่งเสริมให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินงานตามแผนการพัฒนาได้อย่างมีประสิทธิภาพและประสิทธิผล ผู้วิจัยจึงมีข้อเสนอแนะดังต่อไปนี้ (1) ในการจัดทำแผนการพัฒนา ควรมีการศึกษาหรือวิจัยความต้องการของชุมชน หรือประชาชนในพื้นที่อย่างแท้จริง โดยการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมแสดงความความต้องการ หรือความคิดเห็นผ่านเวทีต่าง ๆ เพื่อตอบสนองความต้องการได้อย่างตรงจุด และไม่เสียงบประมาณโดยเปล่าประโยชน์ (2) เทศบาลตำบลแม่สาย หรือหน่วยงานที่เกี่ยวข้อง ควรให้การสนับสนุนให้ประชาชนเข้ามามีส่วนร่วมในกิจกรรมการพัฒนาชุมชนในทุก ๆ ด้านมากยิ่งขึ้น โดยอาจเริ่มจากผู้นำชุมชน เช่น กำนัน/ผู้ใหญ่บ้าน ครู และพระสงฆ์ เป็นต้น (3) เทศบาลตำบลแม่สาย หรือหน่วยงานที่เกี่ยวข้อง ควรมีการประชาสัมพันธ์ หรือชี้แจงสร้างความรู้ความเข้าใจ แสดงให้เห็นถึงความสำคัญของการมีส่วนร่วมในการดำเนินงานแผนพัฒนาในทุก ๆ ด้าน แก่ประชาชนในชุมชนอย่างชัดเจน และต่อเนื่อง และ (4) เทศบาลตำบลแม่สาย หรือหน่วยงานที่เกี่ยวข้อง ควรคำนึงถึงความแตกต่างของปัจจัยด้านอาชีพ และด้านระยะเวลาที่อยู่อาศัย ซึ่งปัจจัยดังกล่าวเป็นปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการดำเนินโครงการ/กิจกรรม

Abstract: The objectives of this study were to investigate participation of the people in the implementation of 3 years development plan of Mea Sai tambon municipality, Mae Sai district, Chiang Rai province. Questionnaires were used as a tool to retrieve data from population who have name in census registration and are living in Mea Sai tambon municipality, Mae Sai district, Chiang Rai province. The sample size is 400. The data was analyzed by using descriptive statistics such as frequency distribution, percentage, mean and standard deviation. Hypothesis testing was done with t-test method (t-test for independent samples). 95% is confidence interval. The results of the study were as follows (1) participation of the people in the implementation of 3 years development plan of Mea Sai tambon municipality, Mae Sai district, Chiang Rai province as overall was at the lowest level. Most of population was not community leaders and member of various community groups. When considering all aspects of development plan implementation, the research results showed that highest level of participation by the population is in the community rights and community welfare implementation. (2) Factors such as occupation and period of residence influence overall population’s participation in the implementation of development plan. From this study, these are recommendations for an approach which will promote participation of the people in the implementation of 3 years development plan of Mea Sai tambon municipality, Mae Sai district, Chiang Rai province efficiently and effectively. (1) Mea Sai tambon municipality or related organizations should study or research real needs of community by providing more opportunities for the people to express their needs and opinion through various channels so that correct solutions can be made which will reduce budget wastage. (2) Mea Sai tambon municipality or related organizations should support more participation of population by develop activity of all aspects started by community leaders such as sub-district headman/village headman teacher and monk. (3) Mea Sai tambon municipality or related organizations should publicize or explain to provide knowledge that shows clearly and continually the importance of participation in the development plan’s implementation of all aspects to the people. And (4) Mea Sai tambon municipality or related organizations should consider of factors such as occupation and period of residence which are influencing population’s participation in the implementation of development plan.
