Abstract:
John Locke proposed the concept that the legitimated government should derived from a contract of member in political society. However, Locked did not proposed that the contract should be a consensus from all members. He mentioned that only consent from members would require in a political society and that any decision and judgment by the State should derived from consent of majorities in political society. This can lead to an objection that majority decision may violate minoritys natural rights. This thesis meant to investigate and analyze the use of majority decision by the state whether it can overcome this objection and how the state can achieve that.In this thesis, I proposed to have a view of individual in social state is not as atomic individual or single individual that is not being independent and subjected to govern by the state not being an individual under the state of nature, unlike, the individual which is born with perfect freedom. In a political society, individual is being seen as collective individual and is under a commitment of political community or society. By being collective individual, individual is assigned with roles, duties and social rights that individuals have to obey as a member of such political society. Individual in collective individual has created a political obligations to respect and obey the authority of the state as it is a form of collective consent. This in turn will give the beginning of political society and lead to political obligations to respect and obey the authority of the state and also the majority decision. This explanation coherent and compatible with the description of Lockes in body politic that he uses in supporting the justification of majority decision by the state and the government. In summary, to understand Lockes political theory in the Two Treatises of Government is through the interpretation of Collectivism by interpreting that the individual in Political society is as collective individual not as a separate and independent individual even though Locke has started of his political theory from state of nature
