Abstract: การวิจัยครั้งนี้มีความมุ่งหมาย ดังนี้ 1) เพื่อศึกษาการพัฒนาทรัพยากรมนุษย์ตามความคิดเห็นของครูผู้สอนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 2) เพื่อศึกษาการพัฒนานวัตกรรมการเรียนการสอนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 3) เพื่อศึกษาความสัมพันธ์ระหว่างการพัฒนาทรัพยากรมนุษย์กับ การพัฒนานวัตกรรมการเรียนการสอนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 กลุ่มตัวอย่างเป็นครูผู้สอนจำนวน 356 คน เครื่องมือเป็นแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ทดสอบสมมติฐาน โดยการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson’s Product Moment Correlation Coefficient) ผลการวิจัยพบว่า 1. การพัฒนาทรัพยากรมนุษย์ในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 พบว่าโดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการปฐมนิเทศมีระดับการปฏิบัติมาก ข้อที่มีค่าเฉลี่ยสูงสุดคือ การแนะนำให้บุคลากรรู้จักผู้บังคับบัญชา เพื่อนร่วมงาน และต่ำสุดคือ การแนะนำเกี่ยวกับ ข้อกำหนดกฎระเบียบ ข้อบังคับ 2. การพัฒนานวัตกรรมการเรียนการสอนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าด้านการกำหนดจุดมุ่งหมายการพัฒนานวัตกรรมมีระดับการปฏิบัติมาก ข้อที่มีค่าเฉลี่ยสูงสุด คือ มีการกำหนดเป้าหมายในการจัดทำนวัตกรรม มีการกำหนดจุดมุ่งหมายการพัฒนานวัตกรรมครอบคลุมด้านความรู้ และต่ำสุดคือ มีการกำหนดจุดมุ่งหมายการพัฒนานวัตกรรมครอบคลุมด้าน เจตคติ 3. ความสัมพันธ์ระหว่างการพัฒนาทรัพยากรมนุษย์กับการพัฒนานวัตกรรมการเรียน การสอนในโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 27 ทั้งโดยรวมและทุกด้านมีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01และอยู่ในระดับสูง

Abstract: The purposes of this research were : 1) to study the teacher’s opinion of the development of human resources in schools under the Office of Secondary Educational Service Area 27 ; 2) to study the development of the innovation of teaching and learning in schools under the office of Secondary Educational Service Area 27 ; 3) to study the relationship between the human resource development and the innovation of teaching and learning in schools under the office of Secondary Educational Service Area 27. The sample consisted of 356 teachers. The instrument used for collecting data was five-level rating scale questionnaire. Data was analyzed by percentage, average, standard deviation and Pearson’s correlation. The results showed that : 1. The development the teacher’s opinion in the development of human resources in schools under the Office of Secondary Educational Service Area 27 was at a high level. Considering as an aspect, it was found the partly of the orientation was at a high level. The highest average was suggesting the staffs to know the boss and colleague. The lowest was the advice of regulatory and requirements. 2. The development of the innovation of teaching and learning in schools under the office of Secondary Educational Service Area 27 was at a high level. Considering as an aspect, it was found set target to develop the innovation was at a high level. The highest average was set purpose of the development of innovation of teaching and learning, set purpose of the development concern with knowledge. The lowest was set purpose of the development concern with the attitude. 3. The relationship between the human resource development and the innovation of teaching and learning in schools under the office of Secondary Educational Service Area 27 as a whole and each aspect at a high level.
