Abstract: การศึกษาคร้ังน้ีมีวตัถุประสงค์(1)เพื่อศึกษาสภาพการบริหารสถานศึกษา (2)สร้าง รูปแบบการบริหารสถานศึกษา (3)ประเมินความเหมาะสมของรูปแบบการบริหารสถานศึกษาขั้น พื้นฐานตามหลักธรรรมาภิบาลในสามจังหวัดชายแดนภาคใต้แบ่งเป็น 3 ระยะคือระยะที่ 1 ศึกษา สภาพการบริหารจากผู้บริหารสถานศึกษาในสามจังหวัดชายแดนภาคใต้ จำนวน 21 คน ระยะที่2 สร้างรูปแบบการบริหารโดยใช้เทคนิค เดลฟาย โดยสอบถามจากผู้อำนวยการหรือรองผู้อำนวยการ สำนักงานเขตพื้นที่การศึกษา ในจังหวดัยะลา ปัตตานีและนราธิวาส จา นวน 2คน ผู้บริหาร สถานศึกษาจำนวน 3 คน อาจารย์ระดับอุดมศึกษา จำนวน 4 คน ระยะที่ 3 การประเมินรูปแบบ กลุ่ม ตัวอย่างครูและผู้บริหารสถานศึกษาที่ปฏิบัติงานในสามจังหวัด ชายแดนภาคใต้จำนวน 414 คน เครื่องมือที่ใช้ ระยะที่ 1 เป็นแบบสัมภาษณ์ ระยะที่ 2 เป็นแบบสอบถามแบบเห็นด้วยไม่เห็นด้วย และแบบสอบถามประมาณค่า 5 ระดับ ระยะที่ 3 เป็นแบบสอบถามประมาณค่า 5 ระดับ การวิคราะห์ข้อมูลใชค้าความถี่ค่าพิสัยระหวา่งควอไทล์ ค่ามัธยฐาน ค่าร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานผลการศึกษาพบว่า ผลการศึกษาพบวา่ สถานศึกษาขั้นพื้นฐานในสามจังหวัดชายแดนภาคใต้มีการบริหาร จัดการตามหลักธรรมาภิบาลในภารกิจของสถานศึกษา 4 ภารกิจ ได้แก่การบริหารงานวิชาการการ บริหารงานบุคคล การบริหารงานงบประมาณและการบริหารงานทั่วไป ส่วนรูปแบบการบริหาร สถานศึกษาขั้นพื้นฐานในสามจังหวัดชายแดนภาคใต้ตามภารกิจของสถานศึกษาคือการบริหารงาน วิชาการ การบริหารงานบุคคล การบริหารงานงบประมาณและการบริหารงานทั่วไป ในแต่ละด้าน ประกอบด้วยหลักธรรมาภิบาล 6 หลัก คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความร่วมมือและหลักความคุ้มค่า ในการบริหารงานวิชาการพบว่า สถานศึกษาปรับกระบวนการจัดการเรียนรู้ให้เหมาะสมกับสภาวะที่มีปัญหาด้านการมาเรียนของ นักเรียนและการมาสอนของครู ด้านการบริหารงานบุคคล พบว่า มีขั้นตอนการวิเคราะห์และ วางแผนอตัรากำลังคนตามเกณฑ์ที่กำหนดและดำเนินการตามเกณฑ์ที่อ.ก.ค.ศกำหนดในด้านการ บริหารงานงบประมาณ พบว่าผู้บริหารสนับสนุนและส่งเสริมบุคลากรในด้านความซื่อสัตย์ควบคู่ กับการปฏิบัติตามหลักศาสนา และในด้านการบริหารงานทั่วไป พบวา่ มีการพัฒนาสถานศึกษาให้ สอดคล้องกับกลยทุธ์ของการจดัการศึกษาผลการประเมินรูปแบบการบริหารสถานศึกษาขั้นพื้นฐานตามหลักธรรมาภิบาลใน สามจังหวัดชายแดนภาคใต้พบว่าผู้บริหารสถานศึกษาและครูมีความเห็นว่ารูปแบบมีความ เหมาะสมและเป็นไปได้ในทางปฏิบัติในระดับมากทุกข้อและทุกด้าน The purposes of research were (1) to study state of school administration (2) to model construction of school administration and (3) to appropriate evaluation to model construction of Basic Education to Good Governance in the Three Southern border provinces. The research portion 3 periods therefore, first period study wereof administration to school administrators in the Three Southern border provinces. Amount 21 persons. Second period was model construction to Del-phi technique. The sample was expert be director or vice director of educational regional affaire in provinces of Yala Pattani and Narathiwath amount 2 persons, school administration amount 3persons and university education lecturer amount 4 persons. Third periods was model evaluation used sample of teachers and school administrations to action in the Three Southern border provinces amount 414 persons. Questionnaire used on first periods to be interview second periods to be on agree and analysis used Frequency, Range between quartile, Median, Percentile, Mean, and Standard deviation. The study yielded the fallowing result: Basic education Institution in the Three Southern border 4 domains. Such as academic affire administration, personal administration, budget administration and general administration. A part of administrational model to Basic Educational Institutions in the Three Southern border provinces following on school mission were to academic affire administration, personal administration, budget administration and general administration. In each consist of Good Governance amount 6 principles were to 1) rule of laws 2) ethics 3) transparences 4) participations 5) accountabilities 6) values for money. In case of academic afire administration found that Institution adjust learning management process to approach with start of problem in domain of came to school of teachers and student. Personal Administration domain found that to analysis process and planning on manpower rate base-on setting by sub-committee on education. In case of budget administration found that administrators support and promotion to personal on domain of honesty with together operation to principles of religion and In case general administration found that school development relation with educational management strategy The evaluation result on model of Basic Educational Institution Administration according to Good Governance in the Three Southern border provinces found that school administrators and teachers had opinion appropriate model and to be an practice with in high level for each items and domain.
