Abstract:
This research aimed to study and compare the good governance principles applying in personnel management of the Office of Phetchaburi Primary Educational Service Area 1 by personal factors. The samples were 237 persons in Office of Phetchaburi Primary Educational Service Area 1. The tool of research was a questionnaire. The statistics for data analysis were frequency, percentage, mean, Standard Deviation, t-test, F test, and Scheffe test.
The results revealed that:
1. Applying good governance principles in personnel management of the Office of Phetchaburi Primary Educational Service Area 1 was at a high level both overall and every aspect, as follows: morality, participation, transparency, responsiveness, cost-effectiveness, and rule of law, respectively.
2. The teachers and educational personnel of the Office of Phetchaburi Primary Educational Service Area 1 which differently gender, education and experience had no significantly difference in their opinion.
3. The teachers and educational personnel of the Office of Phetchaburi Primary Education Service Area 1 which differently position had differently opinion on applying good governance principles in personnel management in the schools under the Phetchaburi Primary Education Service Area 1 at .01 level of significance. Comparing each aspect, it was found that the transparency and the cost-effectiveness were significant different at .05 level, and the participation and the responsiveness were significant different at .01 level, but the rule of law and the morality were not significant different.
