Abstract:
The purposes of this research were to analyze a model of college's internal quality
assurance system of Office of the Vocational Educatron Commission ; develop a training course;
and develop the handbook. The research methodology was divided into 4 steps: the analyze of a
model of college's internal quality assurance system, the development of a training course, the
development of the handbook, and the training.
The model of college's internal quality assurance system was drafted by the researcher. A
focus group of 12 experts was conducted to comment on and evaluate the model with the use of a
questionnaire for evaluation. The data were analyzed by using mean. I t was found that the model
of college's internal quality assurance system of Office of the Vocational Education Commission
comprised 4 groups of people in form of committees. They were college's internal quality
assurance committee, education quality development sub-committee, education quality
monitoring and inspection sub-committee, and internal quality audit sub-committee. The term of
each committee/strb-committee was 4 years. The efficiency of the model was at the highest level.
According to the development of a training course, a workshop on college's internal quality
assurance was conducted. The efficiency of the training course was tested by using a test and the
worksheets with 30 heads of sections and departments of college. It was 90.87/82.66 which was
higher than the established criteria (80/80). For the development of the handbooks, topic analysis
and needs analysis, were used to determine contents of the handbook. There were 5 units in the
handbook comprising 1) College's internal quality assurance system of OVEC, 2) Educational
quality development, 3) Educational quality monitoring and inspection, 4) Internal quality audit,
and 5 ) Techniques for speakers/presenters and material designs. The quality of the handbook was
tested by using expert opinions. It was very high quality. The training was conducted for deputy
directors for planning and cooperation, heads of quality assurance and educational standards
section, and heads of planning, total 150 persons. The reactions of participants was found that the
satisfaction of the participants toward the training in general was at the highest level. As the
results, their learning and their practical skill were very good. Their attitude after the training
better than before the training. The evaluation of behavior, it was found that their work behavior
after the training better than before the training.
