Abstract:
This study aims to explore the model of capacity Rehabilitation in the debt moratorium
customers of Bank for of Agriculture and Agricultural Co-Operatives (BAAC) in Pa Daet district,
Chiang Rai. The objectives are to study the factors leading to the success of capacity
rehabilitation, and to study the factors affecting the capacity rehabilitation of the debt moratorium
customers of Bank for of Agriculture and Agricultural Co-Operatives in Pa Daet district, Chiang
Rai. The samples of this study are classified into three groups; BAACs customers who have
joined Debt Moratorium Project in 2011, BAACs customers who have left Debt Moratorium
project, and other focus group samples. Questionnaires are used as a research material for
collecting the data, in-depth interview and focus group interview. The statistics in this study
consist of fundamental statistics and statistics for hypothesis test.
The result showed that the BAACs customers who joined the Debt Moratorium Project
in 2011 were agriculturists who did not graduate the primary school. Most of them are married
and had three to four members in their family. They attended the short-term loan project from
BAAC and mainly earned their income from farming and other extra works. Most of them owned
six rai of land and rented 20 rai of land for work with a few working members in the family.
Additionally, after the customers joined the training programme provided by Debt Moratorium
Project, they applied the basic curriculum from the training in moderate level. In the potential
development, the BAACs customers had earned the extra income from construction work and
merchandising. For the debt management, saving and decreasing expenses occurred such as
reducing agricultural labors and family expense. Furthermore, Sufficiency Economy had been
applied including the product conglomeration for agriculture and career development by food and
fruit processing or having an extra work group such as needling, wickerwork and more.
