Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการมีส่วนร่วมในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลท่าไห อำเภอเขื่องใน จังหวัดอุบลราชธานี และเพื่อหาแนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลท่าไห อำเภอเขื่องใน จังหวัดอุบลราชธานี กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ประชาชนที่มีอายุตั้งแต่ 18 ปีขึ้นไป ที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลท่าไห อำเภอเขื่องใน จังหวัดอุบลราชธานี จำนวน 391 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. สภาพการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลท่าไห อำเภอเขื่องใน จังหวัดอุบลราชธานี โดยภาพรวมมีการดำเนินงานอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการมีส่วนร่วมในการตัดสินใจ รองลงมาคือ ด้านการมีส่วนร่วมในผลประโยชน์ และด้านการมีส่วนร่วมในการปฏิบัติงาน ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการมีส่วนร่วมในการประเมินผล จ 2. แนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลท่าไห อำเภอเขื่องใน จังหวัดอุบลราชธานี ด้านการมีส่วนร่วมในการตัดสินใจ ควรเปิดโอกาสให้ประชาชนได้มีส่วนร่วมในการจัดลำดับความสำคัญของโครงการที่จะดำเนินการตามแผนพัฒนาองค์การบริหารส่วนตำบล ร่วมแสดงความคิดเห็นเกี่ยวกับการจัดระบบหรือกำหนดระบบของโครงการ ของแผนพัฒนาองค์การบริหารส่วนตำบล และร่วมวิเคราะห์ปัญหาและความต้องการของปัญหาในการพัฒนาหมู่บ้านร่วมกับคณะกรรมการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล ด้านการมีส่วนร่วมในการปฏิบัติการ ควรให้ประชาชนได้มีส่วนร่วมในการจัดซื้อวัสดุอุปกรณ์ของโครงการหรือเข้ามามีส่วนร่วมในการรับจ้างเหมาโครงการและกิจกรรมที่องค์การบริหารส่วนตำบลได้จัดทำ ให้ประชาชนได้มีส่วนร่วมในการสละเงินหรือวัสดุอุปกรณ์ เพื่อดำเนินงานตามโครงการ/กิจกรรม และร่วมเป็นคณะกรรมการตรวจการจ้างตามโครงการ/กิจกรรม ตามแผนพัฒนาองค์การบริหารส่วนตำบล ด้านการมีส่วนร่วมในผลประโยชน์ ควรเปิดโอกาสให้ประชาชนได้เข้าร่วมรับฟังในการประชุมสภาและร่วมในการแสดงความคิดเห็นเกี่ยวกับเนื้อหาสาระเพื่อพิจารณาทำแผนพัฒนาองค์การบริหารส่วนตำบล ต่อที่ประชุมสภาองค์การบริหารส่วนตำบล และเปิดโอกาสให้ประชาชนได้เข้าร่วมในการตรวจสอบเนื้อหาสาระของแผนพัฒนาองค์การบริหารส่วนตำบลที่ผ่านความเห็นชอบจากสภาองค์การบริหารส่วนตำบล ด้านการมีส่วนร่วมในการประเมินผล ควรเปิดโอกาสให้ประชาชนได้เข้าร่วมในการปรับปรุงแผนงานโครงการของแผนพัฒนาองค์การบริหารส่วนตำบลให้มีประสิทธิภาพ และประสิทธิผล ให้ประชาชนได้มีส่วนร่วมในการควบคุมการจัดทำงบประมาณและบัญชีขององค์การบริหารส่วนตำบลและเปิดโอกาสให้ประชาชนได้เข้าร่วมเป็นคณะกรรมการติดตามและประเมินผลแผนพัฒนาส่วนตำบล The research aimed to study people’ participation of a development plan of Tahai Administrative Organization and to seek the guidelines of the development of people’s participation in a development plan of Tahai Administrative Organization in Khueangnai district. The samples used in the research were 391 residents aged 18 and over living under Tahai Administrative Organization, The research instruments were the questionnaire and the interview. Statistics used were percentage, mean and standard deviation. The research findings were as follows: 1. People’s participation in a development plan of Tahai Administrative Organization was moderate. Considering individual issues, it was found that an aspect with a maximum value was participation in making a decision, followed by participation in the benefits and in the operation. An aspect with a minimum value was participation in evaluation. ช 2. The guidelines for people’s participation in making a development plan were as follows. On participation in making a decision, the public should be engaged in ordering the priority of the projects, in voicing their opinions on organizing or determining the system, and in analyzing the problems and other issues related to the village development. On participation on operation, the public should be allowed to play a part in securing and buying materials and equipments for projects or in the activities held by the local organization. On participation on benefits, the public should be encouraged to attend the meeting held by the local organization and to express their respective opinions on the issues being discussed; they should be given an opportunity to check and examine the development plan as proposed by the organization and approved by the local council. On participation on evaluation, the public should be allowed to take part to improve the project plan to be more effective; they should play an active part in controlling the accounting and budget of the organization; they should be appointed as a committee member to follow up and evaluate the local development plan.
