Abstract:
The objectives of this independent research were 1) to study the level of School-based
Management in viewpoint of civil servant teachers in Cho-airong district under Narathiwat
Primary Educational Service Area Office 3, 2) to compare the School-based Management in
viewpoint of civil servant teachers in Cho-airong district under Narathiwat Primary Educational
Service Area Office 3, and 3) to compile problematic issues and suggestions about School-based
Management in viewpoint of civil servant teachers in Cho-airong district under Narathiwat
Primary Educational Service Area Office 3.
The sample group of this study was 153 civil servant teachers teaching in Cho-airong
district under Narathiwat Primary Educational Service Area Office 3. The instrument used in the
research was a questionnaire. Data analysis was conducted using a software package with the
applied statistics including frequency, percentage, mean, standard deviation, t-test, and F-test,
Scheffe test was performed where differences were found.
The results of the research indicated as follows.
1. The School-based Management in viewpoint of civil servant teachers in Cho-airong
district under Narathiwat Primary Educational Service Area Office 3 was at a high level in overall
view, and when separate principles were considered, every principle was also found at a high
level. ช
2. The comparisons of School-based Management in viewpoint of civil servant teachers
in Cho-airong district under Narathiwat Primary Educational Service Area Office 3, distributed
by gender, educational qualification, and work experience variables, resulted with statistically
significant difference at a level of .05
3. The compilation of problems and suggestions about School-based Management in
viewpoint of civil servant teachers in Cho-airong district under Narathiwat Primary Educational
Service Area Office 3 came out as follows.
3.1 The problems on School-based Management in viewpoint of civil servant
teachers in Cho-airong district under Narathiwat Primary Educational Service Area Office 3 were
as hereafter. 1) Principle of Decentralization: the operation was irrelevant with decentralization
plans. 2) Principle of Participatory Administration: educational institution boards took low part in
educational management. 3) Principle of Self-administration: planning was conducted inaccurately causing
unsuccessful performance. 4) Whole Schools Approach: practical performance was done in unsystematic
manner. 5) Principle of Accountability: basic education commission lacked of part taking in auditing
regularity of school administration. And,6) Principle of Supporting Leadership: school administrators
lacked of supporting leadership.
3.2 The suggestions in School-based Management in viewpoint of civil servant
teachers in Cho-airong district under Narathiwat Primary Educational Service Area Office 3 were
as hereafter. 1) Principle of Decentralization: the original affiliate should closely supervise the
administrative practice. 2) Principle of Participatory Administration: all stakeholders should be
optimistic to the assignments. 3) Principle of Self-administration: the emphasis was that all
personnel should strictly be responsible to the assigned jobs. 4) Whole Schools Approach: school
administrators should operate in obvious relevance with the implementation plans. 5) Principle of
Accountability: documents after operation should be constantly audited. And, 6) Principle of
Supporting Leadership: school administrators should always create working morale for the
subordinates.
