Abstract: สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศค่าใช้จ่ายการพัฒนาบุคลากร ของการสื่อสารแห่งประเทศไทย (บริษัท ไปรษณีย์ไทย จำกัด) ซึ่งอาศัยเทคโนโลยีสารสนเทศ และการสื่อสารมาประยุกต์ใช้ในการแก้ไขปัญหาและทดแทนระบบงานเดิม ในส่วนของการให้ ข้อมูล การประมวลผลข้อมูลและการจัดทำรายงานสารสนเทศค่าใช้จ่ายการพัฒนาบุคลากรต่างๆ โดยแบ่งผู้ใช้งานออกเป็น 3 ส่วน ได้แก่ กองและสำนักงานผู้ให้ข้อมูลจำนวน 42 หน่วยงาน ผู้บริหารและคณะกรรมการการศึกษาและฝึกอบรม ผู้ซึ่งนำสารสนเทศดังกล่าวไปใช้และ ในส่วนของผู้ดูแลระบบที่มีหน้าที่ในการบริหารจัดการระบบให้เป็นไปด้วยความเรียบร้อย ระบบสารสนเทศที่พัฒนาขึ้นใหม่นี้ เป็นลักษณะของ Web Based Application พัฒนาโดย ภาษา PHP Hypertext Preprocessor Version 4.2.3 ร่วมกับฐานข้อมูล MySql Version 4.0.1 ทำงานบนระบบปฏิบัติการ Windows 2000 Server ในส่วนของการทดสอบระบบใช้หลักการของ Black-Box Testing ในการทดสอบร่วมกับ การทดสอบการยอมรับระบบ (Acceptance Testing) กับผู้ใช้งานทั้ง 3 ส่วน โดยได้แบ่ง การทดสอบออกเป็น 2 ส่วนคือ Alpha Test และ Beta Test ผลที่ได้จากประเมินระดับ ประสิทธิภาพของระบบอยู่ในระดับดีมาก สามารถนำมาทดแทนระบบงานเดิมและแก้ไขปัญหา ในเรื่องระยะเวลาในการ จัดทำรายงานสารสนเทศและเพิ่มประสิทธิภาพในการบริหารจัดการ ระบบค่าใช้จ่ายการพัฒนาบุคลากรของหน่วยงานบรรลุตามวัตถุประสงค์ที่ตั้งไว

Abstract: This research project aims at developing the information technology system for the personnel development expenses of the Communications Authority of Thailand (Thailand Post co., Ltd.). Such project has been carried out by applying the information technology and the communications to solve the problems and to replace previous working system in terms of data provision, data processing and personnel development expenses report. The users are categorized into 3 groups, namely: 42 departments/ offices providing the data, the executives and the Studies and Training Committee who make use of the data as well as the administrators responsible for administering the system. The IT system which has been recently developed is the web based application using the PHP Hypertext Preprocessor version 4.2.3 together with the MySql database version 4.0.1. It works on the operating system of the Windows 2000 Server. The Black-Box Testing and the Acceptance Testing have been adopted, for the system testing, with the aforesaid users. The tests comprise the Alpha Test and the Beta Test. The outcome shows that the efficiency of the system is so high that it can replace the former one and solve the problem regarding the time in preparing the IT report. Furthermore, it increases the efficiency in managing the expenses on personnel development system. The outcome, therefore, achieves the objectives of the project.
