Abstract:
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน ปัญหา และรูปแบบการจัดการขยะเกาะภูเก็ต 2) เสนอยุทธศาสตร์การจัดการขยะเกาะภูเก็ต งานวิจัยนี้ใช้วิธีการผสมผสานการวิจัยเชิงคุณภาพและเชิงปริมาณ แบ่งเป็น 3 ขั้นตอน คือ ขั้นตอนแรกเป็นการศึกษาสภาพปัจจุบันปัญหาและรูปแบบการจัดการขยะ โดยใช้การวิจัยเอกสารและการวิจัยเชิงสำรวจโดยใช้แบบสอบถามเก็บข้อมูลจากครัวเรือนในเกาะภูเก็ต ขึ้นตอนที่สองเป็นการสร้างยุทธศาสตร์การจัดการขยะเกาะภูเก็ต โดยใช้การวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึกผู้เชี่ยวชาญ ผู้แทนหน่วยงานและกลุ่มที่เกี่ยวข้องในการจัดการขยะเกาะภูเก็ตทุกภาคส่วน และใช้เทคนิคการวิเคราะห์แบบสวอต (SWOT Analysis) เพื่อยกร่างยุทธศาสตร์การจัดการขยะเกาะภูเก็ต ขั้นตอนที่สามเป็นการตรวจสอบยุทธศาสตร์โดยการจัดเวทีประชาคมของผู้มีส่วนได้ส่วนเสียในเกาะภูเก็ต และตรวจสอบยุทศาสตร์โดยผู้ทรงคุณวุฒิระดับท้องถิ่นและระดับประเทศ การวิเคราะห์ข้อมูลจากแบบสอบถามใช้โปรแกรมสำเร็จรูป SPSS 19.0 เพื่อแจกแจงความถี่เป็นร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัย พบว่า 1. เกาะภูเก็ตเป็นพื้นที่ยุทธศาสตร์ที่สำคัญด้านการท่องเที่ยวของประเทศไทย มีนักท่องเที่ยวทั้งชาวไทยและนานาชาติเดินทางมาเกาะภูเก็ตเพิ่มขึ้นทุกปี ทำให้ปริมาณขยะเพิ่มขึ้นอย่างต่อเนื่อง ขณะเดียวกันระบบการบริหารการจัดการขยะของเกาะภูเก็ตมีอยู่อย่างจำกัด และระบบคัดแยกขยะมูลฝอยก็ไม่สามารถดำเนินการได้ ในขณะที่ระบบเตาเผาก็สามารถกำจัดขยะได้เพียง 250 ตันต่อวัน ส่งผลให้ปริมาณขยะที่ต้องนำไปฝังกลบเพิ่มขึ้น โดยพื้นที่ที่เตรียมไว้สำหรับการฝังกลบขยะนั้นก็มีอยู่อย่างจำกัดเช่นกัน อย่างไรก็ตาม จังหวัดภูเก็ตได้ร่วมกันแก้ไขปัญหา โดยการสร้างเตาเผาขยะแห่งที่ 2 เพิ่มขึ้น เพื่อรองรับปัญหาขยะดังกล่าว ซึ่งเป็นการแก้ปัญหาที่ปลายทางมิได้พิจารณาถึงสาเหตุปัญหาที่แท้จริงทำให้เกิดขยะ การจัดการขยะของเกาะภูเก็ตในปัจจุบันจึงเป็นไปในลักษณะของการแก้ไขปัญหาที่ปลายเหตุ จึงไม่ประสบผลสำเร็จในการจัดการขยะเท่าที่ควร
2. ประชาชนที่เป็นกลุ่มตัวอย่างส่วนใหญ่ มีการเก็บรวบรวมขยะไปทิ้ง แต่ไม่ได้มีการคัดแยกขยะต้นทาง ส่วนใหญ่ทิ้งขยะไม่แยกตามประเภทของถึงขยะ โดยมากเป็นขยะสดหรือขยะอินทรีย์ ก่อให้เกิดผลกระทบต่อประชาชนและสิ่งแวดล้อมซึ่งบดบังภูมิทัศน์ความสวยงามส่งกลิ่นเหม็นและความรำคาญใจให้กับประชาชน ประชาชนส่วนใหญ่มีการเก็บรวบรวมขยะ การคัดแยกและการกำจัดเป็นบางครั้งเท่านั้น ส่งผลให้การจัดการขยะบนเกาะภูเก็ตเป็นปัญหาอยู่ในระดับมาก 3. ยุทธศาสตร์การจัดการขยะเกาะภูเก็ต ประกอบด้วย 1) ยุทธศาสตร์การสร้างจิตสำนึกในการจัดการขยะต้นทาง 2) ยุทธศาสตร์การมีส่วนร่วมในการจัดการขยะ 3) ยุทธศาสตร์การสร้างศูนย์การเรียนรู้การจัดการขยะ 4) ยุทธศาสตร์การจัดให้มีพื้นที่ต้นแบบในการลดปริมาณขยะในเกาะภูเก็ต 5) ยุทธศาสตร์การพัฒนานวัตกรรมระบบจัดการถังขยะ 6) ยุทธศาสตร์พัฒนาข้อกฎหมายการทิ้งขยะเพื่อรองรับการเติบโตทางเศรษฐกิจ
Abstract:
The purposes of the study were to study the present situation, problems, as well as the current solid waste management of Phuket, and to suggest the strategies of solid waste management in Phuket more efficiently. This study employed both qualitative and quantitative designs. The study was conducted in three stages: Stage 1) the researcher studied the current situation of solid waste management in Phuket by analyzing relevant documents and using questionnaires to ask for the opinions of the residents in Phuket; Stage 2) the researcher created new strategies for effective of solid waste management by using an in-depth interview technique. The main informants in this stage consisted of expert, and representatives from organizations involved in soled waste management. The collected data was then analyzed by using a SWOT analysis and the results were used for the first draft of the solid waste management in Phuket; Stage 3) the researcher organized a civil society forum comprised of the stakeholders from various units to look at the draft of the soled waste management, and also asked the experts in this area from both local and national levels to assess the presented management strategies. The results of the study revealed that: 1. The amount of garbage in Phuket has increased tremendously in step with the increasing number of tourists every year. Currently, it was found that Phuket has a limited potential to manage its garbage properly. The island currently has insufficient numbers of incinerators, and could only dispose of 250 tons of garbage per day. Moreover, Phuket does not have enough space for landfills to bury a large number of leftover garbage. However, the problem of solid waste management cannot be solved efficiently unless Phuket and realizes the origin of the problem. 2. Most of the residents in Phuket did not sort their garbage properly before disposal. Most of the waste from Phuket households were fresh and organic garbage which affected the environment, and caused the problem of garbage disposal on this Island. 3. The strategies of solid waste management in Phuket presented by the researcher were as follows: 1) building and awareness of the residents in sorting the garbage before disposal 2) setting up a learning center about garbage disposal in Phuket 3) encouraging participation among various units in garbage disposal 4) establishing a model area in Phuket for garbage disposal 5) creating innovation for garbage disposal 6) developing legislation concerning garbage disposal for economic growth.
