Abstract: การศึกษาครั้งนี้มีจุดประสงค์ เพื่อศึกษาระดับของการมีส่วนร่วมของประชาชน และปัญหาอุปสรรคในการอนุรักษ์ทรัพยากรป่าไม้ในเขตพื้นที่บ้านหัวทุ่ง ตำบลปงเตา อำเภองาว จังหวัดลำปาง ประชากรและกลุ่มตัวอย่าง คือ ประชาชนที่อาศัยในเขตบ้านหัวทุ่ง ตำบลปงเตา อำเภองาว จังหวัดลำปาง จำนวน 226 คน วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย พบว่า การมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรป่าไม้ในเขตพื้นที่บ้านหัวทุ่ง ตำบลปงเตา อำเภองาว จังหวัดลำปาง พบว่า ประชาชนมีส่วนร่วมอยู่ในระดับปานกลาง โดยเรียงลำดับจากมากไปหาน้อย ประกอบด้วย ด้านมีส่วนร่วมในการติดตามและประเมินผล ด้านการมีส่วนร่วมในการดำเนินกิจกรรม ด้านการมีส่วนร่วมในการวางแผน ด้านการมีส่วนร่วมในการจัดสรรผลประโยชน์ และปัญหาของประชาชนต่อการมีส่วนร่วม พบว่า ขาดความต่อเนื่องของงบประมาณภาครัฐ และขาดการมีส่วนร่วมจากเด็กและเยาวชนในชุมชน""

Abstract: The objectives of this study were to study the people’s participation in forest conservation and to study obstacles and recommendation for preserving in Banqueting, Tumbon Pongtao, Ngaow District, Lampang Province. Data were analyzed with the use of the percentage and mean in order to discuss and find out the results. The results of this study showed that local people’s participation in forest conservation was at a moderate level, in descending order as follows: the participation in monitoring and evaluation, Activities, Planning and the participation in the allocation of benefits. The problems and obstacles to the participation in forest conservation include lack of continuity of the government budget and lack of participation of the youth in the community.""
