Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับปัญหาในการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียน เพื่อเปรียบเทียบปัญหาในการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา สังกัดเขตพื้นที่การศึกษามุกดาหาร อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ที่มีขนาดใหญ่ ขนาดกลาง และขนาดเล็ก และเพื่อศึกษาแนวทางแก้ไขการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา สังกัดเขตพื้นที่การศึกษามุกดาหาร อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ทั้ง 3 ด้าน คือ ด้านการจัดการเรียนการสอน ด้านการจัดกิจกรรมปลูกฝังคุณธรรมโดยตรง ด้านบูรณาการกับวิถีชีวิตทั้งในและนอกโรงเรียน จำแนกตาม ขนาดของโรงเรียน กำหนดขนาดกลุ่มตัวอย่างจากตาราง Krejcie and Morgan ได้กลุ่มตัวอย่างจำนวน 100 คน ได้แก ข้าราชการครู อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร โดยการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t-test และ F-test ผลการวิจัยพบว่า 1. ปัญหาในการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา สังกัดเขตพื้นที่การศึกษามุกดาหาร อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ผลการศึกษามีดังนี้ 1.1 ด้านการจัดการเรียนการสอน อยู่ในระดับน้อย ข้อที่มีค่าเฉลี่ยสูงสุดคือ ขาดงบประมาณในการจัดทำชุดการสอนเกี่ยวกับคุณธรรม รองลงมาคือ นักเรียนขาดงบประมาณในการจัดทำชุดการสอนเกี่ยวกับคุณธรรม 1.2 ด้านการส่งเสริมคุณธรรมจริยธรรม อยู่ในระดับน้อย ข้อที่มีค่าเฉลี่ยสูงสุดคือ ครูไม่สามารถใช้โปรแกรมฝึกอบรมคุณธรรมจริยธรรม รองลงมาคือ โรงเรียนไม่จัดโครงการเข้าค่ายกิจกรรมอย่างต่อเนื่อง 1.3 ด้านบูรณาการวิถีชีวิตทั้งในและนอกโรงเรียน อยู่ในระดับปานกลาง ข้อที่มีค่าเฉลี่ยสูงสุดคือ ไม่มีการกำหนดรางวัลจากการปฏิบัติตนเป็นคนมีคุณธรรมที่ดีไว้อย่างชัดเจน รองลงมาคือ ขาดงบประมาณในการจัดกิจกรรมส่งเสริมคุณธรรมต่าง ๆ เช่น การอนุรักษ์ สิ่งแวดล้อมในโรงเรียนและกิจกรรมอื่น ๆ ในชุมชน สรุปโดยภาพรวมอยู่ในระดับน้อย ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านบูรณาการวิถีชีวิตทั้งในและนอกโรงเรียน รองลงมาคือ ด้านการส่งเสริมคุณธรรมจริยธรรมโดยตรง และด้านการจัดการเรียนการสอน 2. การเปรียบเทียบปัญหาในการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา สังกัดเขตพื้นที่การศึกษามุกดาหาร อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ขนาดกลาง และขนาดเล็กผล พบว่า การส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา ทั้ง 3 ด้านระหว่างข้าราชการครูในโรงเรียนต่างกันพบปัญหาการส่งเสริมคุณธรรม และจริยธรรมในโรงเรียนประถมศึกษา โดยภาพรวมไม่แตกต่างกัน 3. แนวทางแก้ไขปัญหาการส่งเสริมคุณธรรมและจริยธรรมในโรงเรียนประถมศึกษา สังกัดเขตพื้นที่การศึกษามุกดาหาร อำเภอนิคมคำสร้อย จังหวัดมุกดาหาร ดังนี้ 3.1 ด้านการจัดการเรียนการสอน โดยเสนอผู้บริหารเกี่ยวกับปัญหาที่พบด้านการจัดการเรียนการสอนเพื่อจัดสรรงบประมาณในการจัดซื้อ หรือการสร้างสื่อการเรียนการสอน วัสดุอุปกรณ์ที่จำเป็นในการ เช่น บอร์ดประชาสัมพันธ์ ป้ายคำสอน เพื่อให้ความรู้เกี่ยวกับคุณธรรมและจริยธรรม ควรจัดการเรียนการสอนนอกสถานที่ เช่น วัดใกล้โรงเรียน เพื่อให้นักเรียนได้เรียนรู้จากสถานที่จริง จัดหาสื่อการสอนอย่างอื่น เช่น ซีดีบันทึกเทปบรรยายเกี่ยวกับคุณธรรมจริยธรรม บัตรคำศัพท์ นิทาน เพลง เกี่ยวกับคุณธรรม จริยธรรมเพื่อให้นักเรียนสอนใจและรู้สึกอย่างค้นคว้าหาความรู้ เกี่ยวกับคุณธรรมและจริยธรรม 3.2 ด้านการจัดกิจกรรมปลูกฝังคุณธรรมโดยตรง โดยจัดอบรมครูให้มีความรู้เกี่ยวกับการสร้างชุดโปรแกรมฝึกอบรมคุณธรรมจริยธรรมเพื่อเพิ่มศักยภาพให้บุคลากร และลดค่าใช้จ่ายในการซื้อชุดโปรแกรม หรือสื่อการเรียนการสอนต่าง ๆ ควรจัดกิจกรรมหรือโครงการเกี่ยวกับการส่งเสริมคุณธรรมจริยธรรมอยู่เป็นประจำ ครูควรหาแนวทางการสอนหรือเทคนิคการสอนเพื่อให้นักเรียนมีความสนใจและอยากรู้เรื่องคุณธรรมและจริยธรรม 3.3 ด้านบูรณาการกับวิถีชีวิตทั้งและนอกโรงเรียน โดยมีการกำหนดรางวัลให้นักเรียนที่ปฏิบัติตนเป็นคนดีซึ่งไม่จำเป็นต้องเป็นสิ่งของมีค่า มีราคา เช่น เพิ่มคะแนนจิตพิสัยสำหรับนักเรียนที่ปฏิบัติตนเป็นคนดี ควรมีการชื่นชมนักเรียนที่ปฏิบัติตนดีมีคุณธรรม ประชาสัมพันธ์ไวท์บอร์ด หรือมีกล่าวถึงนักเรียนที่ปฏิบัติดีที่หน้าเสาธงเพื่อให้เป็นตัวอย่างในการปฏิบัติตนของนักเรียนคนอื่น ๆ จัดกิจกรรมประจำเดือน ประจำสัปดาห์ เช่น ใส่บาตรที่หน้าโรงเรียนทุกวันพุธ ประกวดวาดภาพ ทำป้ายประชาสัมพันธ์เกี่ยวกับการส่งเสริมคุณธรรมและจริยธรรม เป็นต้น This research aims to study the level of the problems of the moral and ethic promotion in school and to compare the problems of the moral and ethic promotion in primary schools at Nikomkamsoi district under the office of Mukdahan Education Service Area. These schools are divided into three sizes: large schools, medium schools and small schools and to study the way to solve the moral and ethic promotion in primary schools under the office of Mukdahan Education Service area in three aspects: learning and instruction management, the activities of moral and ethic management and renovate the way of life in and out the schools. The school was classified with the size of the school by Krejcie and Morgan. The samples were 100 teachers in Mikomkamsoi district Mukdahan province. The samples were sampled by stratified random sampling. The instrument was a questionnaire. The data was analyzed by using percentage, mean, standard deviation, t-test and F-test. The research findings were as follows: 1. The problems of the moral and ethic promotion in primary school at Nikomakamsoi district under the office of Mukdahan Education service Are was found that: 1.1 Learning and instruction aspect was rated at a low level. The lack of budget item was rated at high level and the students lacked the budget to make the ethic instruction item was follow up. 1.2 The moral and ethic promotion aspect was rated in low level. The item which teachers weren’t able to use moral and ethic training program was rated in low level and the schools didn’t continually manage the activities. 1.3 The renovation with the way of life in and out school aspect was rated in medium level. The item which didn’s clearly set the reward when was a good person was rated in highest level and the item which lacked of the budget to promote ethics activities such as a school environment preservation was follow up. Thus from the hole aspects are concluded in low level. The renovation with the way of life in and out school aspect was rated in highest average then the moral and ethic promotion aspect and learning and instruction aspect were following up. 2. To compare the problem in promote moral and ethics in primary school at Nikomkamsoi district under the office of Mukdahan Education Service Area which are three sizes; large, medium and small were found that three aspects among teachers each school no significant difference. 3. The way to solve the moral and ethic promotion in primary school at Nikomkamsoi district under the office of Mukdahan Education Service Area as follows; 3.1 Learning and instruction aspect: noticed to the administrators to set the budget to purchase the materials such as the P.R. board, instruction signboard to reveal the moral and ethics. The students should be taught in authentic places such as the temple that is located near the school to stimulate them in learning moral and ethics. 3.2 The moral and ethic activities aspect: the teachers were trained about the way to produce the moral and ethics training program to be qualified the teachers and reduced the expense in purchase the program or media instruction. The teachers should always handle activities or projects which involve moral and ethics and tried to find the method or technique to stimulate the students. 3.3 The renovation with the way of life in and out school aspect: determined the reward for good students such as got more marks or admired them to the others. The activities should be held in monthly or weekly such as making merit at school on Wednesdays, drawing competition and making the moral and ethic promotion PR. Signboard.
