Abstract:
This research aimed at producing a computer program for management to
create risk analysis reports for liquefied petroleum gas filling factories issued
under the Ministry of Industry announcement number 3 (B.E. 2542) for
entrepreneurs in liquefied petroleum gas filling factories, studying satisfaction with
the use of this computer program, and evaluating reports prepared by the computer
program. The samples used in the research consist of 30 entrepreneurs in liquefied
petroleum gas filling factories and 20 inspectors of the reports. The general features
of the samples were analyzed by statistics, percentage, mean, standard deviation,
maximum and minimum value, T-test and Paired T-test statistics were applied to
analyze opinions on the use of the computer program, report evaluation, and
satisfaction of the factory entrepreneurs in preparing reports using the computer
program.
The study results showed that satisfaction of factory entrepreneurs in using
the computer program was good. They could make complete reports in compliance
with all subjects stipulated by laws. The average level of satisfaction with the
preparation of risk analysis reports by the use of the computer program was
higher than with preparation of reports by the use of the manual method with a
statistical significance at 0.05(t-test = -41.083). As for the report evaluation by the
inspector, it was also found to be at the good level, but some aspects needed
adjustments.
The results of this research show that the computer program for
management to create risk analysis reports for liquefied petroleum gas filling
factories could satisfy factory entrepreneurs in preparing reports more conveniently
than by a manual method, and could cover all subjects according to the criteria
determined by laws. Therefore, the computer program is very useful for
entrepreneurs in preparing reports in order to meet legal requirements

งานวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อต้องการสร้างโปรแกรมคอมพิวเตอร์เพื่อสนับสนุนการจัดทำ
รายงานการวิเคราะห์ความเสี่ยงจากอันตรายที่อาจเกิดจากการประกอบกิจการโรงงานตามประกาศกระทรวง
อุตสาหกรรม ฉบับที่ 3(พ.ศ.2542) สำหรับผู้ประกอบกิจการโรงงานแบ่งบรรจุก๊าซปิโตรเลียมเหลว และ
ศึกษาความพึงพอใจของผู้ประกอบกิจการโรงงานในการจัดทำรายงานด้วยโปรแกรมคอมพิวเตอร์ที่สร้างขึ้น
และความพึงพอใจที่มีต่อการใช้โปรแกรมคอมพิวเตอร์นี้พร้อมทั้งมีการประเมินผลรายงานที่จัดทำได้จาก
โปรแกรมคอมพิวเตอร์ โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยนั้นประกอบด้วย ผู้ประกอบกิจการโรงงานแบ่ง
บรรจุก๊าซปิโตรเลียมเหลว จำนวน 30 โรงงงาน และผู้ที่ทำหน้าที่ตรวจสอบความครบถ้วนของ
เอกสารรายงานการวิเคราะห์ความเสี่ยง จำนวน 20 คน โดยวิเคราะห์ลักษณะทั่วไปของกลุ่มตัวอย่างด้วย
สถิติ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสูงสุดและค่าต่ำสุด และใช้สถิติ T-test และ
Paired t-test วิเคราะห์ความคิดเห็นที่มีต่อการใช้โปรแกรมคอมพิวเตอร์ การประเมินผลรายงานที่จัดทำ
ได้ และความพึงพอใจของผู้ประกอบกิจการโรงงานในการจัดทำรายงานด้วยโปรแกรมคอมพิวเตอร์
ผลการศึกษา พบว่าผู้ประกอบกิจการโรงงานมีความพึงพอใจต่อการใช้โปรแกรมคอมพิวเตอร์ฯ
อยู่ในเกณฑ์ระดับสูง สามารถจัดทำรายงานได้ครบถ้วนตรงตามหัวข้อรายงานที่กฎหมายกำหนด และมี
คะแนนเฉลี่ยความพึงพอใจที่มีต่อการจัดทำรายงานการวิเคราะห์ความเสี่ยงโดยใช้โปรแกรมคอมพิวเตอร์ฯ
สูงกว่าการจัดทำโดยวิธีการเดิม อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (t-test = -41.083) และส่วนของการ
ประเมินผลรายงานที่จัดทำได้จากโปรแกรมคอมพิวเตอร์ฯโดยผู้ที่ทำหน้าที่ตรวจสอบความครบถ้วนของ
เอกสารรายงานการวิเคราะห์ความเสี่ยง พบว่าอยู่ในเกณฑ์ระดับดีเช่นเดียวกัน แต่ควรมีการปรับปรุงในบาง
หัวข้อเล็กน้อย
ผลการวิจัยครั้งนี้แสดงให้เห็นว่าโปรแกรมคอมพิวเตอร์เพื่อสนับสนุนการจัดทำรายงานการ
วิเคราะห์ความเสี่ยงจากอันตรายที่อาจเกิดจากการประกอบกิจการโรงงานสำหรับโรงงานแบ่งบรรจุก๊าซ
ปิโตรเลียมเหลว สามารถทำให้ผู้ประกอบกิจการโรงงานมีความพึงพอใจต่อการจัดทำรายงาน ได้สะดวกเพิ่ม
มากขึ้นกว่าการจัดทำโดยวิธีการเดิม และสามารถจัดทำรายงาน ได้ครอบคลุมตามหลักเกณฑ์ที่กฎหมาย
กำหนด จึงเป็นประโยชน์แก่ผู้ประกอบกิจการในการจัดทำรายงานเพื่อปฏิบัติให้เป็นไปตามกฎหมายได้ดี
