Factors affecting the economic value of forest-resource utilization : a case study of communities located in Lumklong Ngoo National Park

Abstract: Lumklong Ngoo is a new national park located in Kanchanaburi province, Thailand. There are a total of 852 households distributed in 5 villages situated in the area. Most of the people are economic migrants from Northeast Thailand. Their livelihoods are dependent on forest products. Thus, the objectives of the research were to study the factors affecting the quantity and patterns of forest utilization, and the economic value obtained from forest utilization. A questionnaire was given to 272 heads of household and in-depth interviews were conducted with village leaders. Statistical data was analyzed with the Statistical Package for the Social science Program. Data was collected for the year 2002 only. The study indicated there were 117 species of forest product used by the villagers. The total value of utilization in 2002 was 1,850,000 baht. The major part of this utilization was household consumption at 1,280,000 baht. Sales accounted for 570,000 baht worth of products. Of all the types of product timber was worth the most at 810,000 baht, an average usage of 3,000 baht per household. The least utilized resource was rattan with a value of 13,000 baht, at about 47 baht per household on average. Larger households used more forest products than smaller households. Households who used higher amount of forest products tended to have higher total incomes at a significant level (p <0.05). I recommend that the government authority should establish a strategy to instruct villagers in the area for increasing their awareness of the value of forest resources.

Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ปริมาณ รูปแบบ มูลค่าและปัจจัยที่มีผลต่อมูลค่าการใช้ประโยชน์ ทางเศรษฐกิจของครัวเรือนและชุมชนในพื้นที่อุทยานแห่งชาติลำ คลองงู จังหวัดกาญจนบุรี โดยการวิจัยจะใช้ทั้ง เชิงปริมาณและ เชิงคุณภาพ โดยการวิจัยเชิงปริมาณจะใช้แบบสอบถามเพื่อสอบถามหัวหน้าครัวเรือนที่อยู่ใน พื้นที่ศึกษา จำ นวน 272 ครัวเรือน ส่วนการวิจัยเชิงคุณภาพจะใช้การสัมภาษณ์เชิงลึกเป็นเครื่องมือ การประมวล ผลจะใช้โปรแกรมสำ เร็จรูป SPSS for Windows เพื่อการวิเคราะห์สถิติพรรณนา และการวิเคราะห์หา สัมประสิทธิ์สหสัมพันธ์ และ การวิเคราะห์ถดถอยพหุคูณแบบ Enter เพื่อหาความสัมพันธ์ระหว่างตัวแปรอิสระ ต่างๆ กับมูลค่าการใช้ประโยชน์จากทรัพยากรป่าไม้ ผลการศึกษาพบว่า ในปี พ.ศ. 2545 ชาวบ้านในพื้นที่มีการใช้ประโยชน์จากของป่า 11 ประเภท รวมทั้ง สิ้น 117 ชนิดพันธุ์ มูลค่าการใช้ประโยชน์รวมทั้งสิ้น 1,800,000 บาทต่อปี โดยจะใช้เพื่อการบริโภคในครัวเรือน เป็นหลัก คิดเป็น มูลค่า 1,280,000 บาทต่อปี เฉลี่ย 4,700 บาทต่อครัวเรือนต่อปี มากกว่าการใช้เพื่อการขายที่มี มูลค่ารวม 570,000 บาท หรือเฉลี่ย 2,100 บาทต่อครัวเรือนต่อปี หากเปรียบเทียบเป็นรายชนิดเนื้อไม้จะมีมูลค่า รวมกันสูงที่สุด 810,000 บาทต่อปี เฉลี่ย 3,000 บาทต่อครัวเรือนต่อปี มูลค่าการใช้ประโยชน์จากหวายจะน้อยที่สุด 13,000 บาท เฉลี่ย เพียง 47 บาทต่อครัวเรือนต่อปี ขณะที่รายได้รวมของครัวเรือนและจำ นวนสมาชิกในครัวเรือน จะมี ความสัมพันธ์กับมูลค่าการใช้ประโยชน์จากทรัพยากรป่าไม้ อย่างมีนัยสำ คัญที่ระดับ 0.05 หน่วยงานรัฐที่เกี่ยวข้องในพื้นที่ ควรมีมาตรการเพื่อลดปัญหาการทำ ลายทรัพยากรป่าไม้จากการใช้ ประโยชน์ของชาวบ้าน เช่น การควบคุมการอพยพเข้ามาตั้งถิ่นฐาน การรณรงค์ให้ความรู้กับชาวบ้านเกี่ยวกับ ประโยชน์ของป่าไม้ และการส่งเสริมอาชีพ เป็นต้น
