Abstract:
It is necessary to perform the quality assurance scheme at health centers to
convince customers that they are providing guaranteed quality, up-to-standard,
expected services. The quality assurance in health centers is a new thing that has an
effect on staff performance, so the purpose of this research are to study the level of
potentiality of the sub-district health officers for performing the quality assurance
scheme and to discover the factors related to their potentiality. The sample group
consisted of 230 sub-district health officers in Nakhon Pathom province. I developed
the questionnaires used in this study.
I delineated three aspects of the concept of potentiality used in performing the
quality assurance scheme: 1) knowledge of the quality assurance, 2) skills for
performing the quality assurance scheme and 3) motivation for performing the quality
assurance scheme. The predictive factors for knowledge of the quality assurance at
34.6 percent were quality assurance training experience, acquisition of quality
assurance information, educational level, supervisor support, and the number of
personnel at health centers. The predictive factors for skills for performing the quality
assurance scheme at 37.9 percent were quality assurance training experience, the
relationship among colleagues, acquisition of quality assurance information,
educational level, and gender. The predictive factors for motivation for performing the
quality assurance scheme at 36.6 percent were quality assurance training experience,
educational level, and supervisor support.
These findings suggest that the sub-district health officers should be
encouraged to receive more quality assurance training in order to increase their
potentiality for performing the quality assurance scheme and that team-work should be
promoted to ensure success in the performance of the quality assurance scheme at the
health centers in Nakhon Pathom with strong support from supervisors and related
organizations, specifically in the field of technical process

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับและปัจจัยที่มีความสัมพันธ์กับศักยภาพในการปฏิบัติงานประกันคุณภาพบริการของเจ้าหน้าที่สาธารณสุขระดับตำบล กลุ่มตัวอย่างคือเจ้าหน้าที่สาธารณสุขในสถานีอนามัยในจังหวัดนครปฐม จำนวน 230 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามและวิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน (Stepwise Multiple Regression Analysis) ศักยภาพในการปฏิบัติงานประกันคุณภาพบริการประกอบด้วย 3 ด้าน คือ ความรู้เกี่ยวกับการประกันคุณภาพบริหาร ทักษะและแรงจูงใจในการปฏิบัติงานประกันคุณภาพบริการผลการศึกษาพบว่า ความรู้เกี่ยวกับการประกันคุณภาพบริการอยู่ในระดับสูง โดยที่ตัวแปรประสบการณ์การฝึกอบรม การได้รับข้อมูลข่าวสาร ระดับการศึกษา การสนับสนุนของผู้บังคับบัญชาและจำนวนบุคลากรในสถานีอนามัย ร่วมกันทำนายได้ร้อยละ 34.60 ส่วนทักษะในการปฏิบัติงานประกันคุณภาพบริการอยู่ในระดับปานกลาง โดยมีตัวแปรประสบการณ์การฝึกอบรม สัมพันธภาพระหว่างผู้ร่วมงาน การได้รับข้อมูลข่าวสารระดับการศึกษาและเพศร่วมกันทำนายได้ร้อยละ 37.30 และแรงจูงใจในการปฏิบัติงานประกันคุณภาพบริการอยู่ในระดับปานกลางโดยมีตัวแปรประสบการณ์การฝึกอบรม ระดับการศึกษาและการสนันสนุนของผู้บังคับบัญชาร่วมกันทำนายได้ร้อยละ 36.60 จากการวิจัยครั้งนี้มีข้อเสนอแนะว่าควารสนับสนุนให้บุคลากรเจ้าหน้าที่เข้ารับการฝึกอบรมเกี่ยวกับการประกันคุณภาพบริการให้มากขึ้น และให้มีการรวมกลุ่มเป็นทีมงานเพื่อปฏิบัติงานประกันคุณภาพบริการ โดยผู้บังคับบัญชาและหน่วยงานที่เกี่ยวข้องต้องสนับสนุนอย่างเข้มแข็ง จริงจังโดยเฉพาะด้านเทคนิควิชาการ
