Abstract: This study aimed 1. to find out about the performance of personnel who worked as psychologists or social workers according to The Criminal Procedure Code Amendment Act (No. 20) B.E. 2542, 2. to study the relationship between the reason for accepting a job and the performance of personnel who did the job, and 3. to find out about the problems involved in doing the job. Data was obtained through 514 questionnaires received from personnel who were either psychologists or social workers who registered at the Ministry of Justice until the end of 2001. 450 of them (87.7 %) work according to the Act. Data were analyzed for frequency distribution, percentage, mean, standard deviation and chi-sqaure coefficient. It was found that 94.2 % of them had a special setting for interrogation of children of which 22.8 % of the settings had a one-way mirror. 15.8 % of the personnel used special techniques and equipment to help with interrogation, such as an anatomical doll or picture drawing. 97.6 % of the studied samples observed the child’s reaction. 81.1 % of them informed the child about the importance of telling the truth. 72.4 % calmed or supported the child mentally every time the interrogation was done. Only 37.6 % used special techniques and equipment in interrogation. 12.7 % met with a multidisciplinary team prior to interrogation. Regarding the relationship between the reason for a person accepting a job and his/her performance, it was found that each reason significantly related to the performance at the level of .05. The problems occurring were from the setting and equipment (75.6 %) and expenses and gratuity (67.3 %). Also, the study participants recommended that the suitability of the setting and personnel could be improved.

Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาการปฏิบัติงานของบุคลากรผู้ทำหน้าที่นักจิตวิทยาหรือ นักสังคมสงเคราะห์ตามพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฏหมายวิธีพิจารณาความอาญา (ฉบับที่ 20 ) พ.ศ. 2542 2. เพื่อศึกษาความสัมพันธ์ระหว่างเหตุผลที่บุคลากรเข้ามาปฏิบัติหน้าที่กับการปฏิบัติงาน และ 3. เพื่อศึกษา ปัญหาและอุปสรรคในการปฏิบัติงาน เก็บรวบรวมข้อมูลจากประชากรซึ่งเป็นบุคลากรผู้ทำหน้าที่เป็นนักจิตวิทยา หรือนักสังคมสงเคราะห์ตามพระราชบัญญัติฯ ที่ได้ขึ้นทะเบียนไว้กับกระทรวงยุติธรรมจนถึงสิ้นปี พ.ศ. 2544 โดยวิธีการส่งแบบสอบถามทางไปรษณีย์ ได้รับแบบสอบถามกลับคืนมา 514 ฉบับ เป็นบุคลากรที่เคยปฏิบัติงาน ตามพระราชบัญญัติจำนวน 450 คน คิดเป็นร้อยละ 87.7 ของบุคลากรที่ตอบแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ แบบไคสแควร์ ผลการวิจัยพบว่าในการปฏิบัติงานของบุคลากรนั้นร้อยละ 94.2 มีสถานที่เฉพาะสำหรับใช้ในการสอบ ปากคำเด็ก สภาพสถานที่ที่ใช้ในการสอบปากคำเด็กมีเพียงร้อยละ 22.8 ที่มีกระจกทางเดียว (one-way mirror) และ มีอุปกรณ์ที่ใช้ช่วยในการสัมภาษณ์เด็ก เช่น ตุ๊กตา อุปกรณ์วาดรูป เพียงร้อยละ 15.8 บุคลากรส่วนใหญ่ (ร้อยละ 97.6) มีการปฏิบัติทุกครั้งในการสังเกตปฏิกิริยาของเด็กระหว่างการสัมภาษณ์ รองลงมาร้อยละ 81.1 มีการปฏิบัติทุกครั้งใน ข้อที่บอกให้เด็กทราบถึงความจำเป็นที่จะต้องพูดความจริง และประเด็นที่ว่าระหว่างการสอบปากคำมีการปลอบ ประโลมและให้กำลังใจเด็กนั้นมีการปฏิบัติทุกครั้ง ร้อยละ 72.4 พบว่ามีเพียงร้อยละ 37.6 ที่มีการใช้อุปกรณ์และ เทคนิคพิเศษในการถามปากคำเด็ก การประชุมร่วมกับทีมสหวิชาชีพก่อนการสอบปากคำมีการปฏิบัติทุกครั้งต่ำที่สุด คือมีเพียงร้อยละ 12.7 เมื่อศึกษาความสัมพันธ์ระหว่างเหตุผลที่บุคลากรเข้ามาปฏิบัติหน้าที่กับการปฏิบัติงานตาม พระราชบัญญัติฯ พบว่าเหตุผลแต่ละข้อมีความสัมพันธ์กับการปฏิบัติงานอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ในส่วนของปัญหาและอุปสรรคในการปฏิบัติงานพบว่ามีปัญหาด้านสถานที่และอุปกรณ์มากที่สุดถึง ร้อยละ 75.6 รองลงมาร้อยละ 67.3 มีปัญหาเรื่องค่าใช้จ่ายและค่าตอบแทน นอกจากนี้บุคลากรยังได้แนะนำว่าควร ปรับปรุงให้มีความพร้อมในการปฏิบัติงานทั้งด้านสถานที่และบุคลากรมากขึ้น
