Budget allocation on health promotion and disease prevention under universal coverage in Ayutthaya
Abstract:
This study was descriptive research and cross sectional study. The purposes
of the research were to analyze and to determine the relationship of health needs and
obtaining of health services of the core benefit package in order to assist in
determining budget allocation on health promotion and disease prevention in
Ayutthaya province. The 952 subjects were patients under the responsibility of 4
primary care units. The data collection was obtained from family health records,
evidence and financial report of the fiscal year 2003 (1 October 2002 30 September
2003). The data were analyzed by the chi-square test or Fishers Exact Test
The results revealed that regarding the budget allocation on health promotion
and disease prevention,females had a mean of budget allocation at 82.84 baht and
budget utilization was 85.90 baht. This amount was 1.5 times more than that of
males. The age group having the highest mean was the group of 45-59 year olds. The
budget allocation for this group jumped to 104.29 while budget utilization was
104.23 baht. Factors related to budget allocaton included demographic factors,
socioeconomic factors, and health status factors. Statistically significant differences
(p<0.05) were found in age, sex, income, occupation, chronic disease and care
services based on core benefit package.
From the study, it is recommended that health needs and services obtained
from core benefit package should be taken into consideration in determining budget
allocation on health promotion and disease prevention. The budget will then be
allocated according to the needs of budget utilization of health promotion and disease
prevention.
