Abstract: วิทยานิพนธ์เรื่อง “ปัจจัยที่มีอิทธิพลต่อการพัฒนาศักยภาพคนพิการ: ศึกษาเฉพาะกรณีคนพิการทางร่างกาย ในศูนย์ฟื้นฟูอาชีพคนพิการ กรมประชาสงเคราะห์” มีวัตถุประสงค์ในการศึกษาคือ 1) ศึกษาศักยภาพของคนพิการ 2) ศึกษาความสัมพันธ์ของปัจจัยที่มีผลต่อการพัฒนาศักยภาพคนพิการ และ 3) ศึกษาปัจจัยที่มีอิทธิพลต่อการพัฒนาศักยภาพคนพิการ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้คือ บุคคลพิการที่มีความพิการทางร่างกาย ในศูนย์ฟื้นฟูอาชีพคนพิการ กรมประชาสงเคราะห์ จำนวน 8 แห่ง จำนวน 392 คน กลุ่มตัวอย่างส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 25.06 ปี การศึกษาระดับประถมศึกษา สถานภาพสมรสเป็นโสด สถานภาพในครอบครัวเป็นสมาชิกในครอบครัว และไม่เคยประกอบอาชีพ ลักษณะความพิการมีความพิการขา 1 ข้าง เป็นความพิการภายหลัง และมีระยะเวลาความพิการมานาน 1-5 ปี เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามวิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ย ค่า T-test ค่าสัมประสิทธิ์ และการวิเคราะห์ถดถอยพหุคูณ ผลการศึกษาปรากฏดังนี้ 1.ศักยภาพของคนพิการด้านต่าง ๆ พบว่ากกลุ่มตัวอย่างมีศักยภาพในระดับสูง 4 ด้าน คือ การทำหน้าที่ในฐานะพลเมืองและการบำเพ็ญประโยชน์ต่อสังคม การรู้จักและปกป้องสิทธิของตนเอง การเป็นผู้ให้คำแนะนำ และการเข้าร่วมกลุ่มและเครือข่าย 2.ความสัมพันธ์ของปัจจัยที่มีผลต่อการพัฒนาศักยภาพคนพิการ พบว่าศักยภาพด้านต่าง ๆ มีความสัมพันธ์กันระดับปานกลาง 4 ด้าน คือ การพึ่งพาตนเองกับการช่วยเหลือครอบครัว การเป็นผู้ให้คำแนะนำกับการเข้าร่วมกลุ่มและเครือข่าย การเข้าร่วมกิจกรรมทางสังคมกับการเข้าร่วมกลุ่มและเครือข่าย การทำหน้าที่ในฐานะพลเมืองและบำเพ็ญประโยชน์ต่อสังคมกับการเป็นผู้ให้คำแนะนำ ส่วนลักษณะความพิการอัมพาตท่อนล่างมีศักยภาพน้อยกว่าความพิการด้านอื่น และความพิการขา 1 ข้าง มีศักยภาพมากกว่าความพิการด้านอื่น 3.ปัจจัยที่มีอิทธิพลต่อการพัฒนาศักยภาพคนพิการ พบว่า กลุ่มตัวอย่างที่มีอายุมาก มีผลต่อการพัฒนาศักยภาพด้านการประกอบอาชีพ การรู้จักและปกป้องสิทธิของตนเอง การทำหน้าที่ในฐานะพลเมืองและบำเพ็ญประโยชน์ต่อสังคม และการเป็นผู้ให้คำแนะนำ ระยะเวลาความพิการมานาน มีผลต่อการพัฒนาศักยภาพด้านการประกอบอาชีพ การเห็นคุณค่าในตนเอง มีผลต่อการพัฒนาศักยภาพด้านการเข้าร่วมกิจกรรมทางสังคม การช่วยเหลือครอบครัวและการประกอบอาชีพการเชื่ออำนาจในตนเอง มีผลต่อการพัฒนาศักยภาพด้านการรู้จักและปกป้องสิทธิของตน การทำหน้าที่ในฐานะพลเมืองและบำเพ็ญประโยชน์ต่อสังคม การเป็นผู้ให้คำแนะนำ สุขภาพจิต มีผลต่อการพัฒนาศักยภาพคนพิการ โดยกลุ่มตัวอย่างมีปัญหาสุขภาพจิต มีผลต่อการเข้าร่วมกิจกรรมทางสังคม และผู้พิการที่มีสุขภาพจิตดี มีผลต่อการทำหน้าที่ในฐานะพลเมืองและบำเพ็ญประโยชน์ต่อสังคม การสนับสนุนทางสังคมจากองค์กรภายในและภายนอก มีผลต่อการพัฒนาศักยภาพด้านการช่วยเหลือครอบครัว การเข้าร่วมกิจกรรมทางสังคม การรู้จักและปกป้องสิทธิของตนเอง การทำหน้าที่ในฐานะพลเมืองและบำเพ็ญประโยชน์ต่อสังคม การเป็นผู้ให้คำแนะนำ การเข้าร่วมกลุ่มและเครือข่าย จากผลการศึกษาดังกล่าวผู้วิจัยมีข้อเสนอแนะดังนี้ ระดับนโยบาย 1.รัฐควรส่งเสริมให้คนพิการมีโอกาสและแสดงบทบาททางสังคมเท่าเทียมกับบุคคลทั่วไป 2.รัฐควรส่งเสริมสวัสดิการด้านต่าง ๆ รวมทั้งบริการสาธารณะให้แก่คนพิการอย่างทั่วถึง 3.รัฐควรเสริมสร้างความเข้มแข็งให้แก่ครอบครัวและองค์กรเครือข่ายของคนพิการ ระดับปฏิบัติการ 1.ศูนย์ฟื้นฟูอาชีพคนพิการควรส่งเสริมให้คนพิการแสดงศักยภาพตนเองอย่างมีคุณค่า 2.ศูนย์ฟื้นฟูอาชีพคนพิการควรมีหลักสูตรเตรียมความพร้อมแก่คนพิการก่อนฝึกอาชีพ 3.ศูนย์ฟื้นฟูอาชีพคนพิการควรรณรงค์ให้คนพิการในชุมชนได้มีโอกาสเข้าถึงบริการของรัฐ ระดับวิชาการ 1.ควรมีการศึกษาวิจัยศักยภาพการพึ่งตนเองของคนพิการและครอบครัวในชุมชน 2.ควรมีการศึกษาคุณภาพชีวิตของคนพิการที่ผ่านการฝึกอาชีพจากศูนย์ฟื้นฟูอาชีพ 3.ควรมีการศึกษาพัฒนาศักยภาพของคนพิการด้านอื่น ๆ เช่น คนพิการทางสติปัญญา This research is the study on “ Factors effecting the disabled’s potential : a case study of physical disabled in the vocational rehabilitation center under the department of public welfare”. It aims at studying at studying 1) the disabled’s potential 2) the relationship of the factors affecting the disabled’s potential and 3) the factors effecting the disabled potential. The sample are 392 persons with physical disabled in the 8 vocation rehabilitation centers under the department of public welfare. The results of this study are as follows 1. They had high potential in four aspects, namely good citizenship with civic responsibility, self-protection, peer counsellor, group participation and network. 2. The relationship of the factors effecting the disabled’s potential was moderate in four aspects, namely self-dependence and family support; peer counsellor and group participation and network; sociable and group participation and network; good citizenship with civic responsibility and peer counsellor. In addition, it is found that those who are paraplegic have less potential and those who have disability with one leg have more potential than counterparts. 3. The factors affecting the disabled potential are that those who have advanced ages have an effect on the disabled’s potential which are employment, self-protection, good citizenship with civic responsibility, and peer counselor. The long period of disability Has an influence on their employment potential. Moreover, their self-esteem contributes to their sociable, family-support and employment. Finally, their internal locus of control affects their potential development of self-protection, good citizenship with civil responsibility, peer counselor. Mental health also affacts their disabled’s potential. The study finds that those who have mental problem have an effect on their sociable. In addition, those who have good mental condition have an influence on their being good citizenship with civic responsibility. Internal and external social support affects their potential development on family support, sociable, self-protection, good citizenship, peer counselor, and group participation and network. The following is the recommendations of this study: Policy level 1.The government should support the disabled to play an equal role in the society with dignity. 2.The government should promote other social and public welfare to all disabled. 3.The government should strengthen their families and social networks Practical level 1.The vocational rehabilitation centers should encourage the disabled to demonstrate their potential with dignity. 2.The vocational rehabilitation centers should prepare them prior to vocational training. 3.The vocational rehabilitation centers should provide more access to those who live in the community. Academic level 1.There should be more study on self-dependence of the disabled and their family in community. 2.More study should be conducted on the quality of life of those disabled who finish vocational training. 3.Another disabled such as intellectual disabled should investigated.
