The state of implementing the indicators of Standard 13th for external audit at the basic education level : A case study of leading schools in Amphur Sangka, Surin
Abstract:
The purpose of this research was to study the state of implementing the indicators of Standard 13 for external audit at the basic education level in three schools in Sangka, Surin : Baan Prakaoe School. Baan Promsa ad School, and Sookprommeesatthayard School. The focused group was 12 basic education committee members in each school which consisted of a school principal, a teacher representative, a parent representative, and a member of the local administration organization. In addition, the Director of the School and the Director of the Educational Supervisory Unit of Sangka were interviewed as well, which made a focused group of fourteen. There were two types of instruments used, the observation form and the in depth interview questions, which were locally developed. It was revealed that the state of the implementation was satisfactory. Nevertheless, minor development was still needed, as in the following details:
1. Plan. Focused schools had developed the clear organization or school structure, school philosophy, school charter, yearly operational plan, and school success indicators. The problems found were the cultural barriers such as communitys beliefs, consideration for others, honor and respect for people with higher education levels and positions, witch led to their seldom expression of ideas during the meetings.
2. Do. It was found that the school had satisfactory encouraged, supported, and provided school facilities and resources. They monitored, followed, and supervised the implementation process satisfactorily, as well. The problems found were the need of awareness in the roles and duties of school personnel, the discontinuity of the work, and the unclear role of the community.
3. Check. The scope or a handbook of evaluation was development. The committee from all those concerned was set up to all participants. The problems found were the need for knowledge in evaluation, the skills in implementing the job assigned, the discontinuity of the work, tardiness in developing the self-assessed report (SAR), and time constraint.
4. Act. After the evaluation the results were brought for analysis, synthesis, and interpretation. The problems found were the need for the personnels knowledge and skill and the experience in the management of the information technology (MIT) for work improvement.
It was suggested that the operation of all these were imperative: 1) the public relations for the Basic Education Committee, teachers, the community, the local administration organization, so that they could gain knowledge of educational implementation, 2) the opportunity for all in educational administration, 3) the brainstorming for gaining additional educational resources and local intelligence for education, 4) the needs to create the awareness of quality by means of continuous school improvement, monitoring, follow up, and evaluation, and 5) the needs for staff development and strong school leadership and participation.
