Abstract:
The purpose of this study was to in investigate factors influencing the effectiveness of district community police in the following areas : general administration, providing criminal justice, keeping lift and property safe, controlling and providing convenience in traffic, and giving information and looking for cooperation from people. The study was done through comparing the differences between personal factors and external factors of community police and the working efficiency of district community police, analyzing the relation of community polices external factors with the working effectiveness of district community police, and coordination factors and information resources between people and community police affecting the working efficiency of district police. The participants of this study were 76,290 district community police, police officers who work as community police, and people living in the area of district community polices responsibility (11 districts, 21 police stations). The sample of these participants were 187 persons who were recruited by purposive samplings. The specified quota for samples were 21 police stations of district community police, 22 district community police, 55 district community volunteered police people, and 110 people in those districts. The research instruments included 3 different interview forms : questions with choices, questions with 5 rating scales, and open-ended questions. The interview form was into 2 different copies. The copy was police officers, volunteered peple, and the district community police, and the reliability of this interview form was 0.9508. The second copy was for people in the district community police project and its reliability was 0.9639. The statistic employed to analyze the data were frequency , percentage, and standard deviation. The hypotheses were tested by t-test, F-test, and multiple regression analysis. The least significance difference was used to investigate the difference between the mean of each pair. The researcher found that: 1. Analyzing the differences of personal factors (population characteristics) of community police and the working performance of district community police, it was found that the different employed personal factors ( age, language) had differently affected the working proficiency of district community police. 2. Analyzing the different personal factors of the people and working performance of district community police, the researcher found that the employed personal factors of people (sex, age, education, career, salary, status, working position, and language) had not affected differently the proficiency of district community police. 3. Analyzing the differences between external factors of community police and the working performance of district community police, the researcher found that external factors of community police in the relationship with co-workers, working administration policy, job description, wages, salary, and working condition had different opinions on working proficiency of district community police. 4. Analyzing the relationship of community polices external factors and external factors of people which had influence on total working performance of district community police, the researcher found that the relation was at the low level and very and level respectively. 5. Concerning the relationship between the information variable received from district community police and had an influence on total working performance of district community police, the researcher found that there were no pairs of independent variables which indicated high relationship. The total rates of relation were low and very low and they indicated a negative relation. 6.The opinions and suggestions about factors affecting the working proficiency of district community police as perceived by the district community police and people were that the budgets available should be increased, the police and people should be supported and encouraged to always participate in the seminars about regulations, directions, and variety of laws, and there should be public relation and coordination between every group of people and all departments for better understanding and for the working performance of district community police consecutively
