Abstract:
The objectives of this study were to : (1) study the development of the project of Royal Contribution Project in Education to Kingdom of Cambodia, (2) analyze the states and problems of Kampong Chheuteal High School, and (3) determine the future scenario and propose the operational plan of the school. The research methodology was a mixed method research that was composed of document study, in-depth interview, participatory observation, survey with questionnaire, participatory seminar for SWOT analyzing, mind mapping and focus group. The samples in this study were the stakeholders who were well-familiar with the school. The researcher used the concept of Total Quality Management in Educational System and Sustainable Development to analyze and present the research findings.
Research Findings were as follows :
1. There were four periods of the operation of the Royal Project in Education to Cambodia. The pre-project operation period (1999-2000) was the period seeking the coordination and the corporation activities, and conducting survey to find communities needs to operated the Royal Project fruitfully. The first period (2001-2002) was the period of preparation for school buildings, educational environment, basic infrastructure, educational equipment, curriculum, regulation, course books and other instructional materials. The administrative board and teachers were also been appointed to work at school, and the students were recruited for the first academic year. The second period (2002-2005) was the period of project development to reach the achievement. The input factors of the school were gradually developed ; especially the school buildings, educational equipments, instructional materials and other learning resources. The school received additional teachers, students and budget to run the school. Meanwhile, some special activities of the royal initiative concept were undergone by school to promote the quality of education, quality of life as well as environmental protection. The third period (2005-present) is the period of finding the way to sustain the school development. Many activities and projects have been implemented in order to strengthen the school administrative board. Also, other projects for strengthening the school budget, teacher competency and other significant factors have also been set on the process.
2. The study further found that the school is currently the first upper secondary school of Prasat Sambo district and the unique public school of Cambodia providing the dual education systems, which aimed to promote general knowledge, vocational skills, life skills and so forth. In the 2008-2009 academic year, the school is ready for all kinds of instructional activities due to the availability of sufficient input such as buildings and ground, instructional material, learning resource, curriculum, regulation and staffs. However, school budget, the number of upper secondary teachers in particular subjects and instructional manual are found problematic. The school management process is divided into 3 sections. First, the administrative section is in charge of school staff unit, school buildings and ground unit, and school budget and documentary unit. Second, the academic section is in charge of instructional activities and some activities to promote teaching and learning process. Finally, service section is responsible in community collaboration, student discipline, school dormitory, and special activities. Due to the limitation of the encouragement for administrators and teachers, inadequate compensation and welfare for teaching staff and the lack of other necessary resource for effective educational management, the administrators and staffs are not enable to awfully concentrate on the work. These problems resulted in ineffective educational system management as well as the instructional process which cause some school outputs are still in low quality. Furthermore, the school outcome resulted in producing human resources to develop the community and nation, job opportunities, profit earning, supporting community and so on. Likewise, the school modeled a best Cambodian secondary school and is also the symbol of Cambodia-Thailand tie of affection. For the achievements of the project are due to the fact that Her Royal Highness Princess Maha Chakri Sirindhorn who wished Cambodian people to get the best things by gathering the project fund, giving the royal speech for running the project, supporting the school staffs and following up the project operation. With these efforts, Cambodian and Thai Steering Committee as well as other institutions realized the importance of this project and fully supported it. The school staffs and communities also provided full cooperation and supports to produce fruitful achievements.
3. As for the future scenario (in the next 10 years), the school should serve as The Royal Community College with excellent ad strong educational system for producing the qualified human resources in order to develop the community as well as the whole nation. For the ways to develop the school to reach the future scenario, all related institutions and stakeholders have to collaboratively join together to strengthen basic factors, namely allocating sufficient amount of school budget by extending the school corporative activities and running more potential projects. Additionally, providing the suitable working compensation to the school administrators and staffs to encourage them to work should be considered. The buildings, equipment, course books and instructional materials should be developed to effectively serve the instructional activities. School management should be strengthened by adjusting and promoting the school regulation and strategy planning in line with the workload. The school administrative board and teacher should be promoted and developed for the effective school instructional process and management. The curriculum should be renewed and promoted to the higher level. Then, the instructional process should be adjusted in accordance with the community context in order to maximize benefit for and supports from communities. Inspecting and controlling the school instructional process should be adjusted in accordance with the community context in order to maximize benefit for and supports from communities. Inspecting and controlling the school instructional activities should be undergone permanently. All current problems have to be resolved as soon as possible. Students educational welfare should be supported so that they can generate good learning outcome and desirable qualities. Also, students have to be educated to love and support the school so that the school could become strengthened one in the future.
