Abstract:
The purposes of this research were to study and propose the model of educational technology and communication center for Sisaket Educational Service Area 4. The samples were 380 users the instruments used were a rating scale questionnaire of 131 items and open-ended questions. The statistics used for data analysis were mean and standard deviation. For the model of educational technology and communication center, the samples were 25 experts in educational technology and communication selected by a Purposive Sampling Technique and Snowball Sampling Technique. A discussion was applied for multi-Attribute Consensus Reaching. Data were collected by using questionnaires. A evaluation of Likert ratting scale of 0-100 point out of 127 items was attempted. The statistics used for data analysis were mean, maximum, minimum, range, and kurtorsis.
The study results were as follows:
1. The user need an establishment of are educational technology and communication
center in the office of Sisaket Educational Service Area 4. The aimed to service and need expert technology technician. Location: The educational technology and communication Center should be located at the center of office of Si-sa-ket Educational Service Area 4. To need network service system. To train personal. To service the resource center. To need the personal for development network system, training, website and communicate development, hardware and software maintenance, service and supply, research and development, and information technology. To need of media and material: To need for management area: service area, information technology. To need of media and material: To need for management area: service area, information area, store for hardware and media: the room for media production. Conference room, control network area. To need for community: ICT service for general personal, training and development local officer to use technology.
2. The experts in educational technology and communication according to model of
educational technology and communication Center as follows: Function roles and limit service : should be resource center about technology and educational communication, supporting and service center, training and development teacher and educational officer. For structure and personal management: Should be separated from other departments. According to aimed and function roles by separated the structure depend on the limit service were as follows: the advisory committees: the master of center. The main of works can divided four parts: General management, trainer technician, service affaire Function roles of personal Should be details on : Administrator, Development network system, Training, Maintenance, Web design and communicate. Location and area management: The educational technology and Communication Center should be located at the center of office. It could be contact easily. Media and material management: Should be provide necessary material as follows: server and network, certificate software, Hi-speed internet.

Center is important in promoting and supporting learning and teaching. Educational area Zones should realize this and set up ones to be sources of learning and to provide services for all types of education both formal, informal or self-interested.
