Abstract:
To investigate the model of the participatory management system to create the collaborative organization and to be the academic baseline information for increasing the efficiency of the non-formal education services of the Department of Non-Formal Education and educational quality development, as well as to build-up the balanced system of management and participation. The study was conducted by using the Delphi Technique to modify the suitable model through the three months field-study and group discussion. The group discussion' opinions was taken into consideration for model modification which enabled to apply the model for the real situation of the educational operations of the province and district organizations. The 5 province and one district samples were selected from 17 provinces and 5 districts population in the Central Region at simple random sampling. The 116 sample units that need to cooperate in this experiment were selected. The instruments used in this study were questionnaire, collaborative test as well as in-depth-group discussion of 26 specialists. The quantitative data were analyzed by using SPSS 10.0.1 for frequency distribution, mode, mean, standard deviation and t-paired test statistic while a qualitative content analysis was employed upon the in-depth discussion information. For enabling application of this research results toward the needs of the Non-Formal Education Organization under jurisdiction of the Department of Non-Formal Education. The survey needs assessment in participatory system management of the population personnel in 76 provinces of all over the country attached with the real situation of the working system. The findings of the study revealed that nearly all personnel preferred the participatory system management to the present system model. The results of the specialist group discussion showed that the model of participatory management system for collaborative operation was congruent with the Deming's concept in system of management and combined with Cohen and Unhoff's concept of participation. It was also noted that this model might be used in the province and district non-formal education centres for providing the efficiency services and collaborative organization. Furthermore, the focus group suggested that the model should add up the grup process technique in group working, the group meeting, supervision, the atmosphere for participation contribution through the establishment of information technology, the sharing of benefits and resource support as well as active strategies were needed. The strategies of creating multi-experiences for personnel and knowledge development were important too. In addition, in creating the positive and negative collaborative organization, we should take many factors into consideration namely: conditions, the minimum and maximum of using the collaborative methods for decisions making. If these factors were used with the model of participatory management system, it would increase the efficiency and quality of the instructional process and fulfill the maximization benefit and the satisfied objectives
