Abstract:
The research is based on qualitative with objectives including (1) aim to study issues and obstacles of commercial fishing operators in Chumphon Province associated with the following policy on tackling labour shortage, illegal, unreported and unregulated fishing (IUU) (2) to find an effective solution for tackling with a labour shortage, illegal, unreported and unregulated fishing (IUU). The selected respondents are 10 people questioning a representative of each organization consisting of (1) Chumphon Provincial Fisheries Office, (2) Chumphon Provincial Labor Welfare Office, (3) Chumphon Provincial Immigration Office, (4) Chumphon Provincial Harbor Office, (5) Commercial Fisheries Operators in Chumphon Province.
The results of the research found that the current condition of marine resources for fishing is severe. The significant marine creatures that have been used are overrated or it has been used beyond the supply can produce and replace in time for utilization. As well as there are some fishermans do not follow the regulation and standard rules for fishing. Subsequently, there is also the violation of commercial fishing groups that continue to illegally cultivate fish. They are not afraid of the national law when arrested with high pressure on public officials. External factor such as weather is also the main challenges for officials working. Thus, the effect of the action that follows the policy on IUU could point out that there is a reduction in pollution and waste. Also, Thai organizations should consider the process of working from the initial point to the last process in order to monitor pollution, environmental degradation and the ecosystem. For instance, fishery businesses should consider appropriate catching equipment and the correct way of catching fish, which also concerns whether harm to creatures or the ecosystem. Moreover, the collaboration with commercial fishing groups in Chumphon Province from the study leads to the conclusion that the following legal after government impose and implements mass fishing will cause high penalties. Also, Entrepreneurs have more awareness and pay attention to the law in order to comply correctly, as a result.
