Abstract:
Objectives of this research were: 1. To study development condition of state procurement and materials management personnel at the departments under the Ministry of Finance, 2. To study the factors affecting the development of state procurement and materials management personnel at the departments under the Ministry of Finance and 3. To propose a model of applying Fourfold Itthipada to develop the state procurement and materials management personnel at the departments under the Ministry of Finance.
Methodology was the mixed methods: The quantitative method, data were collected with questionnaires from the populations of 180 people Data were analyzed by descriptive statistics: frequency, percentage, mean, standard deviation. S.D. Correlation Coefficient and Multiple Regression. The qualitative research, data were collected from 18 key informants and 9 participants in focus group discussion to confirm the model after data analysis.
Findings were as follows:
1. Development condition of state procurement and materials management personnel at the departments under the Ministry of Finance consisted of training in electronic data recording, annual procurement plan, bidders qualification scrutiny, promotion of private sector participation in procurement process, purchasing materials by electronic method, purchasing quality materials with appropriate prices matching the needs of organizations, planning the procurement procedure in advance to create the confidence in procurement process of all parties concerned successfully
2. Factors affecting the development of state procurement and materials management personnel at the departments under the Ministry of Finance were found that 1) Itthipada, 4 elements of accomplishment, by overall was at high level with the mean value at 4.32. Each aspect was found at high level in all aspects. They were Viriya, effort, had the mean value at 4.34, secondly, Chanta, aspiration, with the mean value at 4.32, Citta, attention had the mean value at 4.31 and Vimamsa, through rough examination, had the mean value at 4.29. 2) competency aspect, by overall, was at high level with the mean value at 4.37. Each aspect was also at high level. The aspect that had highest mean value was professional expertise accumulation had mean value at 4.93. Secondly, adhering to the righteousness, just and ethics had mean value at 4.45. Next, good administration had the mean value at 4.22. The aspect that had the highest mean value was teamwork that had the mean value at 4.14 and aiming for achievement had mean value at 4.13, accordingly. 3) human resource development aspect, by overall, was at middle level with the mean value at 3.26. Each aspect was at high level as: training was at 3.50, development was at middle level at 3.16 and education had the mean value equal to 3.13 accordingly.
3. Buddha dhamma application to develop the state procurement and materials management personnel at the departments under the Ministry of Finance was found that: 1) the state procurement and materials management administrators and personnel must receive the human resource development by training, education and development of Itthipada, 4 principles of achievement consisting of Chanda, will, aspiration, Viriya, effort, Citta, attention and Vimamsa, thorough examination to be integrated with competency principle consisting of achievement oriented, good service, professional expertise accumulation, adhering to righteousness, just, ethics and teamwork. By this Buddha dhamma integration, the state procurement would be successful.
