Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการดำเนินงาน ด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ 2) เปรียบเทียบสภาพการดำเนินงานด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ จำแนกตาม สถานภาพตำแหน่งและประสบการณ์ในการทำงาน 3) ศึกษา ปัญหาและแนวทางในด้านการดำเนินงานด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ ของข้าราชการครูในสังกัด ห้องการกรรมาธิการศึกษาสงฆ์แขวงจำปาสัก แห่งสาธารณรัฐประชาธิปไตย ประชาชนลาว ตัวอย่าง ได้แก่ ข้าราชการครู จำนวน 102 คน กำหนดตัวอย่างโดยใช้ตาราง Krejcie and Morgan โดยใช้วิธีสุ่มแบบแบ่งชั้นโดยการเทียบสัดส่วนเครื่องมือที่ใช้ในการ วิจัยครั้งนี้ เป็นแบบสัมภาษณ์และสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .94 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที ผลการวิจัยพบว่า 1. สภาพการดำเนินงาน ด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญของข้าราชการครูในสังกัดห้องการกรรมาธิการศึกษาสงฆ์ แขวงจำปาสักแห่งสาธารณรัฐประชาธิปไตยประชาชนลาว โดยรวมและรายด้านอยู่ในระดับมาก 2. เปรียบเทียบสภาพการดำเนินงาน ด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญของข้าราชการครูในสังกัดห้องการกรรมาธิการศึกษาสงฆ์ แขวงจำปาสักแห่งสาธารณรัฐประชาธิปไตยประชาชนลาว โดยจำแนกตาม สถานภาพ ตำแหน่งและประสบการณ์ในการทำงานโดยรวมและรายด้านไม่แตกต่างกัน 3. ปัญหาและแนวทาง พบว่า ข้าราชการครูมีข้อเสนอเกี่ยวกับปัญหา คือครูที่สอนในโรงเรียนไม่ตรงตามเอก ครูบางคนยังไม่ได้จัดทำแผนการจัดการเรียนรู้ทุกรายวิชาครูผู้สอนไม่ได้จัดกิจกรรมการเรียนรู้ที่เป็นการส่งเสริมทักษะกระบวนการคิดวิเคราะห์และแก้ไขปัญหาด้วยตนเองการจัดกิจกรรมการเรียนรู้ไม่หลากหลายและยังไม่เหมาะสมสอดคล้องกับความสามารถและความแตกต่างของผู้เรียน สื่อการเรียนการสอนยังไม่เพียงพอ งบประมาณที่สนับสนุนด้านสื่อการเรียนรู้มีน้อยเครื่องมือที่ใช้ในการวัดและการประเมินผลไม่หลากหลายและไม่ครอบคลุมกับจุดประสงค์ของการเรียนรู้ผลที่ได้จากการวัดและการประเมินผลไม่ได้ถูกนำมาใช้ในการพัฒนากระบวนการเรียนการสอนอย่างจริงจังการนิเทศกำกับติดตามไม่เป็นไปอย่างสม่ำเสมอ แนวทางการพัฒนาพบว่า ข้าราชการครูควรมีการสำรวจรวบรวมกำหนดขอบเขตสภาพปัญหา นำมาวิเคราะห์จัดลำดับความสำคัญของปัญหาเพื่อเป็นแนวทางในการวางแผนการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญเพื่อให้สอดคล้องกับความต้องการความแตกต่างระหว่างบุคคลของผู้เรียน กำหนดทิศทางในการ นิเทศ กำกับติดตาม เพื่อให้ครูผู้สอนตระหนักถึงความสำคัญของกระบวนการจัดการเรียนรู้ โดยมุ้งเน้นพัฒนาผู้เรียน ทั้งร่างกายจิตใจ สติปัญญาและความสามารถ จัดครูผู้สอนให้ตรงตามเอก มีการติดตาม การดำเนินการเรียนการสอนจากคณะกรรมการอย่างสม่ำเสมอเพื่อปรับปรุงประสิทธิภาพ ขบวนการเรียนรู้ สนับสนุน สิ่งอำนวยความสะดวกสื่อการเรียนการสอน อย่างหลากหลายและเหมาะสม นำผลที่ได้จากการประเมินการจัดการเรียนการสอน วิเคราะห์หาจุดเด่นจุดด้อยที่ควรพัฒนาและดำเนินการอย่างต่อเนื่องสม่ำเสมอและเป็นระบบเพื่อให้การพัฒนากันกระบวนการเรียนรู้เป็นไปอย่างมีประสิทธิภาพ

Abstract: The purpose of this research was (1) to study the operating conditions. In the aspect of teaching and learning that is student-centered, (2) to compare the operating conditions In the aspect of student-centered teaching and learning classified by status, position and work experience, (3) To study problems and operational guidelines In the aspect of teaching and learning that is student-centered Of government teachers under The Sangha Educational Commission at Champasak Province Laos PDR The sample consisted of 102 government teachers. The samples were determined by using the Krejcie and Morgan table using stratified random sampling method by comparing the proportion. Tools used in This research Was an interview and questionnaire with 5 rating scales with the reliability of 0.94, The statistics used were percentage, mean, standard deviation, T- test. The results of the research showed that 1. Operating conditions In the aspect of teaching and learning that is student-centered Of teacher civil service under the Room of the Sangha Educational Commission, Champasak Province of Laos The overall and the aspects are at a high level. 2. Compare operating conditions In the aspect of teaching and learning that is student-centered Of teacher civil service under the Room of the Sangha Educational Commission, Champasak Province of Laos In which the overall picture and each aspect are not different 3. Problems and Guidelines It is found that the teacher government has a proposal regarding the problems which is the teachers who teach in the school do not meet the major Some teachers have not yet created a learning management plan for every subject. Teachers do not organize learning activities that promote skills, thinking processes, analysis and problem solving by themselves. The management of learning activities is not diverse and is not appropriate in accordance with the abilities and differences of the learners. Instruction is not enough. The budget for supporting learning media is minimal. The tools used in measurement and evaluation are not diverse and do not cover the purpose of learning. The results of measurements and assessments have not been taken seriously in the development of teaching and learning processes. Supervision and supervision were not consistent. As for the development guidelines, it was found that : The teacher civil service agreed that there should be a survey to compile and determine the scope of the problem. To analyze, prioritize problems To be a guideline for teaching and learning management that is student-centered To comply with the needs of individual differences between students Establish direction for supervision, supervision and follow-up so that teachers are aware and importance of the learning management process.
