Abstract:
China is one of the countries most vulnerable to climate change, with frequent flooding. Moreover, since 1990, Chinas average annual flood disaster loss has accounted for about 2% of GDP in the same period. In years of river basin floods, the proportion can reach 3%-4% (China Water Resources, 2009). In 2020, floods occurred in Jinhua, Zhejiang Province, affecting more than 50,000 people and causing direct agricultural economic losses of over 20.3 million USD (Yongkang, 2020). The adverse effects of floods are not only on the health but also on society; On the other hand, disaster triggers the emerging vulnerable group, particularly the elderly. The elderly are particularly vulnerable in disaster situations. Affected by age and physical condition, the elderly in evacuation and how to cope with the disaster is a challenge. Therefore, local governments and communities play a vital role in the disaster management cycle.
Through field research in Jinhua City, China, this thesis first explains the causes, situation, and hazards of the Jinhua flood disaster and analyzes the government's policy and the community's response to the flood. The connotation and influencing factors of community resilience are discussed from the perspective of disaster management. Secondly, it analyzes China's flood disaster policies. According to the disaster management cycle, it interviews the local government of Jinhua and the elderly people affected by the disaster. It is found that the government had made specific preparations before the disaster, such as revising emergency plans and giving early warnings of floods, rapid response to the flood, and exterminating and rebuilding after a disaster. However, there are some deficiencies in disaster education, preparation, post-disaster reconstruction standards, and psychological counseling for the elderly. The research results of this thesis are based on China's flood disaster management policies and put forward policy suggestions for the Jinhua government and communities to improve local disaster management from the perspective of the disaster management cycle. Secondly, the government should timely give early warning of disasters to the elderly, take measures to cope with disasters, and prepare for disaster education, which can improve the resilience of the elderly, minimize disaster risk and achieve the purpose of reducing disaster risk.
