Abstract:
This study is a mixed methods research aimed at developing new Key Performance Indicators (KPI)
of the Department of Special Investigation (DSI). The research question is what the new KPIs of the DSI should
be. The researcher conducts a documentary research, reviews related theories and literature, and performs indepth interviews using the Delphi Method -of 17 key resource persons (including 1 Deputy Permanent
Secretary for Justice, 14 DSI executives, 1 advisor of the Office of the Public Sector Development Commission,
and 1 expert from the Office of Justice Affairs). Also, a questionnaire survey is conducted on 400 samples
(including those from relevant state agencies, the Press, community networks, and DSI officers).
The in-depth interviews of the 17 key resource persons lead to 24 KPIs in total (including KPIs for
operating system, outcomes, coordination/cooperation with relevant agencies, focus on service recipients and
interested parties, corporate leadership, good governance, and human resources). The questionnaire samples
consist of male (57%) and female (43%), most of whom (43.50%) are in the 36-45 age group. 58.80% of them
hold a Bachelors degree. Profession-wise, Groups 1 3 (36.30%) report on having Others as profession, and
4.50% of Group 4 hold the position of Special Case Officer at Professional Level. Those surveyed agree at the
High level with the suitability of 20 KPIs-for example, success level for developing special case investigation
standards, percentage of organization engagement among DSI officers, success level for investigating and
supporting divisions to work together or support each other in special case investigation, and success level for
coordinating/ cooperating with related agencies, percentage of the public trusting the DSI, percentage of service
recipients who report on the use of IT to streamline workflow, percentage of service recipients who report on
convenient access to DSI information/news, percentage of officers who report on fair and merit-based
promotion/ raise granted by executives/supervisors, percentage of officers who receive training in investigation
in accordance with the set goals, percentage of satisfaction reported by officers towards DSI management.
Those surveyed agree at the Moderate level with 4 KPIs-for example, percentage of officers who report on
strong and efficient internal audit system, percentage of officers who report on clear procedures and steps to
solve conflicts/ problems.
