Abstract:
The purposes ofthis research were to analyze and to describe major factors that
related to being a Learning Organization according to the Government Lottery Office
employees' opinions. Samples chosen for this study were 762 of the Government Lottery
Office executives and/or employees, which were selected by simple random sampling.
Instrument used for data collection was 5 rating scales. The reliability of the
instrument calculated by Cronbach Alpha Coefficient was at 0.99l. Statistics utilized
for data analysis were mean (X), standard deviation (S.D.) and analysis of factors by
Principal Component Analysis technique (PCA), and orthogonal rotation axis by Varimax
method.
The results of the study were as follows:
1) Most respondents were female, level of position 1-3, aged 31-35 years, holding bachelor's degree and having working experience from 5-10 years.
2 There were 4 major factors related to being a Learning Organization according to the Government Lottery Office employees' opinions as follows: 1) Be proactive personal master
2) Sharpen the saw 3) Willingness to win and win, and 4) Model of system Thinking. The value of Correlation Cofficient within the 4 internal factors was at 0.011-0.103, which was at a low level. Regresssion or predicting equation of the factors that related the Learning Organization was

The prediction equation had power of prediction up to 53.348 % and error ofprediction was at 16.378 %.
