Development of causal relationship model of factors affecting ethical behavior of administrators in secondary school under Office of the Basic Education Commission
Abstract:
This research was a mixed method research. The objectives were to1) analyze the factors affecting the ethical behavior of administrators of secondary schools under the Office of the Basic Education Commission and 2) develop and examine the goodness of fit of a causal relationship model of factors affecting the ethical behavior of the administrators in secondary schools under the Office of the Basic Education with empirical data. The research was carried out in 2 steps. Step 1; the factors affecting the ethical behavior of administrators in secondary school under the Office of the Basic Education Commission were analyzed using content analysis from principles, concepts, theories and related research. Step 2; a draft of the causal relationship model of factors affecting ethical behavior was done and examined using focus group discussions involving 11 experts selected by purposive sampling. The content was analyzed and examined for the goodness of fit of the causal relationship model of factors affecting the ethical behavior of the administrators in secondary schools under the Office of the Basic Education Commission with empirical data. The sample for this research consisted of 440 administrators in secondary schools under the Office of the Basic Education Commission. They were selected by Multi-stage Random Sampling. The tool for data collection was a Likerts 5-rating scale questionnaire with a reliability of 0.955. The statistics for data analysis were percentage, mean, standard deviation, correlation coefficient and goodness of fit using computer programs. The research findings were as follows:1) There were 4 factors affecting the ethical behavior of administrators in secondary schools under the Office of the Basic Education Commission; (1) the factor of leader characteristics ( =4.11,S.D.=0.42) (2) the factor of organizational culture focus on governance ( =4.09,S.D.=0.53) (3) the factor of ethics organizational climate ( =4.04,S.D.=0.57) and (4) the factor of situation ( =3.69,S.D.=0.71).2)The causal relationship model of factors affecting the ethical behavior of the administrators in secondary schools under the Office of the Basic Education Commission was consistent with the empirical data, considering the value of the Chi-square = 142.169, df = 160, p = 0.841, RMSEA = 0.000, SRMR = 0.000, GFI = 0.972, AGFI = 0.955 and Chi-square/ df = 0.889. The 4 causal relationship factors influencing the ethical behavior of administrators were (1) the factor of leader characteristics (2) the factor of organizational culture focus on governance (3) the factor of ethics organization climate and (4) the factor of situation.
