The development of total quality administration system of educational measurement and evaluation of colleges under the office of vocational education commission.
Abstract:
The purposes of this study were 1) to develop a system for measurement and evaluation of education using personnel participation for the colleges under the Office of Vocational Education Commission 2) to assess the measurement and evaluation of the quality administrative system using personnel participation of the schools under the Office of Vocational Education Commission 3) to develop and to evaluate the training courses for developing the measurement and evaluation of the quality management system incorporating personnel participation of the educational institutions under the Office of Vocational Education Commission. The participants in this study were the vice director of academic department, head of assessment division, and teaching staff or instructors under supervision of Udonthani Vocational Colleges including Udonthani College of Agriculture and Technology, Udonthani Technical College, Banphue Industrial and Community Education College, Udonthani College of Business of Administration and Tourism Management, and Udonthani Polytechnical College. Fifteen assessments of the training courses were carried out using Kirkpatrick's Four-Level Training Evaluation Model. The statistics used for data analysis included percentages, mean, standard deviation, and t-test.
The results were as follows:
1. The measurement and evaluation of the quality management system using personnel participation of the schools under the Office of Vocational Education Commission consisted of 5 fundamental factors: 1) Input 2) Process 3) Control 4) Production 5) Feedback. The results of the evaluation for the appropriate system revealed that fundamental factors were highly suitable.
2. The assessment of the measurement and evaluation of the quality management system using personnel participation of the schools under the Office of Vocational Education Commission by employing an evaluation trial indicated that the test subjects realized that fundamental factors and additional factors were highly suitable in every category, and the effectiveness of the system in terms of the applications, possibilities, appropriateness, and accuracy was in a very high level.
3. The Meta evaluation using a control process indicated this evaluating system was in a high level in terms of applications, possibilities, and accuracy. Also, the appropriateness of this evaluating system was in the highest level.
4. The training curriculum of the measurement and evaluation of the quality management system using personnel participation of the schools under the Office of Vocational Education Commission consists of 6 lessons which include 1) the evaluation of the measurement and evaluation of the quality management system as the input 2) the evaluation process 3) the monitoring of the evaluation process 4) outcomes of the evaluation process 5) Feedback of the evaluation process, and 6) the assessment of the evaluation process. It found that the reaction evaluation was in a very high level. The learning evaluation indicated that the learning outcomes were in a higher level. The behavior evaluation was in a very high level. Finally, the assessment of institutional outcomes was in a medium level.
