Abstract:
The purposes of this research were to 1) study the working loads of the secondary school teachers under the Office of the Basic Education Commission, 2) develop individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission, and 3) establish the criteria for individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission. This research used a mixed methodology and was divided into three phases as follows: Phase 1: The study of the working loads of the secondary school teachers under the Office of the Basic Education Commission was done by 1.1 studying related literatures and theories 1.2 interviewing experts 1.3 synthesizing the study results to get teachers working loads, and then the research instrument was created for collecting data which was a 5-level Likert scale questionnaire with the index of item objective reliability of 0.93. The questionnaires were given to the research samples of 384 secondary school teachers under the Office of the Basic Education Commission in the academic year 2556 (B.E.) calculated from the table of Krejcie and Morgan. The data were analyzed by mean and standard deviation. Phase 2: The development of individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission was done by using three-round Delphi technique with 21 experts selected by purposive sampling method. The research instrument for collecting data was a 5-level Likert scale questionnaire with the index of item objective reliability of 0.94. The data were analyzed by median and the inter quartile range. Phase 3: The establishment of criteria for individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission was done by setting a teacher workshop with 50 teachers to establish quality criteria for each indicator. The criteria for each indicator, which was proposed by the teachers, was criticized and adjusted until getting approval from the group, and had all criterions evaluated for appropriation by the experts.The research findings were as follows: 1.The working loads of the secondary school teachers under the Office of the Basic Education Commission consisted of three main factors: 1) teaching factor, with 26 working loads, 2) advising factor, with 18 working loads, and 3) other assigned factor with 17 working loads.2. The development of individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission was done, and the result was that: 1) teaching factor had 37 indicators, 2) advising factor had 18 indicators, and 3) other assigned factor had 11 indicators.3. The establishment of the criteria for individual indicators for the performance evaluation of the secondary school teachers under the Office of the Basic Education Commission revealed that the quality criteria had 3 levels as follows: level 3 means outstanding and satisfied evaluation, level 2 means acceptable and satisfied by the standard, and level 1 indicated the need of improvement, and below the standard and dissatisfaction. For the appropriation evaluation of the quality criteria utilization, it was found that the quality criterion of every indicator were appropriate in the high level for utilization.
