Abstract:
The purpose of this study is to study the effects of minimum wage adjustment of Small and Medium Enterprises (SMEs) in Chiang Rai province and the way to adjust oneself to the situation after minimum wage announcement for the entrepreneurs of SMEs in Chiang Rai province. There was studying from 280 entrepreneurs of SMEs in Chiang Rai municipality, Muaeng Chiang Rai district, Chiang Rai province. Tools used in this study were questionnaires and interview forms. The results showed that most entrepreneurs were female, 41-50 years old, graduated a bachelors degree, earning 30,001 50,000 baht per month, having 5 10 years of experience, and mostly operating manufacturing business.
After studying the effects of minimum wage adjustment, its found that the entrepreneurs of SMEs were affected in high level. The aspects mostly affected were personnel administration, manufacturing capital, investment, and welfare, respectively. And when considering in each business section, its found that the aspect of manufacturing capital was highly affected for all 4 business sections namely manufacture, servicing, retailing, and wholesaling; the aspect of personnel administration was secondly affected for 3 business sections namely manufacture, servicing, and retailing; and the aspects of welfare and investment were affected for 2 sections only namely manufacture and servicing. For the opinions of the entrepreneurs of SMEs toward minimum wage adjustment, they thought it would bring advantages more than disadvantages. And after categorizing in each aspect, its found that the entrepreneurs viewed the aspect of investment had most disadvantages; subsequently were personnel administration, manufacturing capital, and welfare, respectively.
The way to adjust oneself to the policy of minimum wage adjustment for entrepreneurs of SMEs in Chiang Rai province was to promote the Micro Policy Approach and the Macro Policy Approach by focusing on participation of the stakeholders of such policy i.e. those groups of entrepreneurs, government sector or related organizations, and the national or governmental executives.
