Abstract:
This dissertation is a qualitative research using content and descriptive analysis by unit of
analysis and key informants in-depth interviews and focus group discussion. This study uses
documentary analysis and non-participatory observation. This study is case study approach by
selected 3 sub district administrative organizations. They are (1) Lamprayaklang sub district
administrative organization in Saraburi province (2) Paknampran sub district administrative
organization in Prajuabkherekhan province, and (3) Phonthong sub district administrative
organization in Chaiyaphum province. The objectives are (1) to study the current state of leadership
in Thai local government, and (2) to generate appropriate leadership models in Thai local
government, especially public health service in sub district administrative organizations. In order
to study leadership traits and public health administration of the sub district administrative
organizations.
The results showed that current state of leadership of sub district administrative
organizations include health and the environment department and District Health Insurance Fund
which is key elements of this state. The leader of sub district administrative organizations can
administrate the successful public health affairs by organizing organizations structure and
manpower, planning, directing and making policy of District Health Insurance Fund. The study
results in 7 major findings of the component of the public health leaderships characters, which is 1)
motivation factors 2) intellectual skill 3) conceptual skill 4) tradition and culture 5) leader-follower
relationship 6) supporting and participating system and 7) transformative leaders.
Thus the appropriate state of leadership models is the ideal leadership state. As (1) selfvalue
perception (2) followers trust (3) acceptance of public health administration and (4)
participation of public health administration. Academic recommendation is the participation of all
segments and supporting system of leaders public health administration. Policy recommendation
is the clearly policy making of public health administration. Research recommendation should be
generate model of the building of integrity, vision, role model of leader of public health service
for develop the knowledge, ability, creative idea and innovative of public health administration.
