Abstract:
To analyze the educational quality assessment results in accordance with the strategies of Institute of Physical Education; to analyze the needs assessment to manage Institute of Physical Education towards excellence; and, to develop and present model and mechanisms for the management of Institute of Physical Education towards excellence. Different tools were used to collect data from the sample groups: 1) questionnaire with 369 administrators and lecturers (109 administrators and 260 lecturers) with 50/50 sample group size difference, 5% sampling error and 95% level of confidence; 2) interview with twenty-seven administrators and five experts; 3) future wheels meeting with nineteen administrators and lecturers (twelve administrators and seven lecturers); 4) assessment of model and mechanisms by sixteen experts; and, 5) connoisseurship with ten experts. The tools used in the research are document analysis forms, questionnaire, interview forms, future wheels techniques, and, model and mechanisms assessment forms. Data analysis includes content analysis, frequency, percentage, mean, standard deviation, Modified Priority Needs Index (PNI Modified) and t-test. The findings of this research are as follows: 1. The eight strategies of Institute of Physical Education correspond with the results of the second phase of higher education external quality assessment (2006-2010). 2. All management aspects of the current operation and the desired practices are of .01 statistically significant difference. The needs assessment has ranked research management as the first priority, innovation and information and communication technology management as the second priority; and, resource management as the third priority. 3. The model of management of Institute of Physical Education towards excellence comprises eight areas of management: 1) managerial system and structure of the Institute of Physical Education; 2) resource management; 3) academic affairs and student development activity management; 4) research management; 5) innovation and information and communication technology management; 6) academic service and artistic and cultural preservation; 7) education quality management and assurance; and, 8) athletic development. 4. Mechanisms for the management of Institute of Physical Education towards excellence comprise eight wheels and thirty-eight mechanisms: seven mechanisms on the first wheel, three mechanisms on the second wheel, seven mechanisms on the third wheel, four mechanisms on the fourth wheel, four mechanisms on the fifth wheel, two mechanisms on the sixth wheel, two mechanisms on the seventh wheel, and nine mechanisms on the eight wheel.
